The Town of Plainville owns, operates, and maintains a WPCF and approximately 86 miles of gravity sewer mains varying in size from 6-inch diameter to 42-inch diameter and nine wastewater pump stations. Plainville's collection system conveys wastewater flow to its WPCF for treatment prior to discharge to the Pequabuck River. The WPCF is designed to treat an average daily flow of 2.6 million gallons per day (mgd) and a peak hourly flow of 7.5 mgd. The WPCF is a Class IV facility consisting of preliminary and primary treatment, secondary biological treatment using sequential batch reactors (SBRs), cloth media filters, ultraviolet disinfection, and post aeration. Solids handling processes consist of sludge pumping and storage, mechanical sludge thickening using a rotary drum thickener (RDT), and off-site disposal of thickened sludge. The Town of Plainville, Connecticut, acting through its Water Pollution Control Authority, is requesting the submittal of a Statement of Qualifications from engineering firms for services to prepare a Wastewater Facilities Plan of the Town's Water Pollution Control Facility ("WPCF") and wastewater collection system. It is the Town's intent to hire an engineering firm with significant experience in wastewater treatment and collection system evaluation, planning, permitting, design and construction phase engineering services. The Statement of Qualifications will be reviewed and some or all of the firms may be requested to attend an interview to further clarify the proposer's qualifications, project understanding and approach.
