Defense Supply Center Richmond(DSCR) Building 60E POD HVAC REPLACEMENT This is a solicitation for construction prepared in accordance with the format in FAR Part 36, as supplemented with additional information included in this notice. The solicitation number SP4703-24-Q-0040 is issued as a request for quote (RFQ). The resulting contract will be a firm-fixed price award with an expected Period of Performance of 365 days after issuance of the Notice to Proceed (NTP). This acquisition is set-aside for 100% small businesses. The North American Industry Classification System (NAICS) Code is 238220(Plumbing, Heating, and Air Conditioning Contractors). The small business size standard is $19M. Department of Labor Wage Determination based on location of the service provided (Chesterfield County, VA). Partial proposals will not be accepted. For an offer to be considered for award, the contractor must be within a commutable driving distance to the DSCR facility. A 120-mile radius from DSCR is considered the commutable radius. Disclosure of Magnitude: The estimated contract value for this requirement is between $60,000.00 - $90,000.00 Objective: The objective of this project is to install a new floor mounted air conditioning unit with remote condenser and add 2-24"x24" duct registers/diffusers for a total of 4 to properly and efficiently cool the Print-On-Demand room at Bldg. 66 E. The existing unit is a Stulz COS-60-AR-U, Serial: 03104010 , 460V/3 Phase/4 wire. The unit serves a printing room with a high heat load and added equipment. The unit has R-22 refrigerant in it and needs to be replaced to be within the regulations set forth by the EPA. SPECIFIC REQUIREMENTS The Contractor shall provide certified, trained personnel with certifications in HVAC, Plumbing, and Electrical to integrate the new unit into the print room. The Contractor shall provide trained personnel from an authorized retailer of the new unit and certified to work with the existing unit and supporting systems. The Contractor shall perform the following: Shut down the existing floor mounted A/C unit and disconnect the electrical. Contractor can reuse the disconnect and electrical wiring. Remove and properly dispose of (R-22) refrigerant from the unit. Remove old equipment and dispose of offsite. Provide and install new floor mounted A/C unit (inside) and remote condenser (outside) and new line set. Install 2 new registers/diffusers 24" x 24" with approximately 10 feet of 12" insulated flexible duct for each register/diffuser. Charge unit with the proper refrigerant and amount. Startup equipment and monitor for proper operation. Provide manufacture training on the equipment to maintenance personnel. Allow 7 days notice for training. Provide portable bathroom, as there are limited restrooms in this area. All personnel will not be able to bring phones or cameras into the room , as it is a secured area. CONTRACTOR QUALIFICATIONS: The Contractor shall be normally engaged in HVAC, as their primary line of business and shall have a least 7 years of documented experience working on Air Conditioning systems. Reference Statement of Work(SOW) for all other details and requirements. Award will be made to the lowest priced, technically acceptable (LPTA) offeror that meets the requirements stated in the Statement of Work and the solicitation. A new system was implemented on 3 January 2023 to screen visitors and contractors for installation access at DSCR. The new system is designed to increase efficiencies, enhance the protection of personal information during the vetting process and eliminate the use of hard copy DLA Form 1815s. The new screening system will require visitors and contractors to pre-enroll in DBIDS (Defense Biometric Identification System). To begin the process, visitors and contractors will complete registration through the pre-enrollment website: https://dbids-global-enroll.dmdc.mil. Upon entry of their information, visiting personnel will be provided an electronic form to download, which will have an individualized barcode and alpha numeric code. The codes will be electronically sent to the visiting person's sponsor. Once in receipt of the barcode, the sponsor will email Security and Emergency Services and provide the barcode and sponsorship information. Once the visitor/contractor is vetted and approved for installation access, Security & Emergency Services will notify the sponsor that the visitor/contractor can go to the DSCR Visitor Center to obtain his/her pass. At the Visitor Center, the visitor provides the barcode and code provided earlier in the process and completes the credentialing process. Visitors should arrive at the visitor center at least 45 minutes prior to their meeting time to receive visitor badges.
