NF087 The Bay County Board of County Commissioners (County) seeks bids from qualified contractors for the construction of the W Linger Longer Rd Stabilization Project. The project will include the stabilization of 1.71 miles of roadway with open grade asphaltic concrete pavement. Vendor to provide all necessary labor, supervision, equipment and materials to complete the project. Estimated budget is $3,117,226.23. The project will consist of earthwork, erosion control, open grade asphaltic concrete pavement, asphaltic concrete pavement, stabilized shoulders, signing and marking, and drainage improvements including but not limited to the grading of ditches/swales, cross drains, concrete and sand-cement end walls, a storm manhole and storm pipes. The project may be reimbursed by the Florida Department of Environmental Protection (FDEP) Grant Agreement NF087. Funding for the project may be made possible through this grant and is contingent on strict conformance to the guidelines set forth by FDEP and EPA. Respondents will comply with the Federal Regulations Contract Requirements shown at Exhibit 6. The successful bidder's security will be retained until the contract has been signed and the bidder has furnished the required Public Construction Bond. The County reserves the right to retain the security of the next bidder until the selected bidder enters into contract or until 90 days after bid opening, whichever is shorter. All other bid security will be returned as soon as practicable. The contract will be awarded to the lowest, responsive, responsible bidder who has proposed the lowest qualified Base Bid and is deemed qualified by Bay County, subject to the County's right to reject any or all bids and to waive informality and irregularity in the proposals and proposing. The County desires to hire Vendor to provide all necessary labor, supervision, equipment, materials and supplies for the construction of the W Linger Longer Rd Stabilization Project. The Vendor will perform those services in accordance with Exhibit 1 General Terms and Conditions and Exhibit 2 FDOT Standard Specifications for Road and Bridge Construction FY2024-25 as implemented by the attached hereto and incorporated herein, titled "Specifications Package", and Exhibit 3 Bay County Engineering Division roadway plans titled "W. Linger Longer Road, Road Stabilization Project dated 04/25/2024.. The Vendor hereby agrees to provide the following services to the County according to Invitation to Bid (ITB) 24-46 said documents being incorporated into this agreement as if fully set out herein, and the Vendor's response thereto, said documents being attached as Exhibit 5, to the extent they are not inconsistent with this Agreement.
