Site work for a civil project in Ephrata, Washington. Completed plans call for site work for a water / sewer project.

The work specified in this Section consists of furnishing all labor, materials, and equipment necessary for construction of the Reservoir 6 and Well 10 Improvements, as shown on the Plans, and hereinafter specified. The work shall include, but not be limited to, the following: Site preparation and construction of 2.2 million gallon steel drinking water reservoir structure with replacement Wellhouse 10 structure. Install all piping and appurtenances, mechanical, electrical, and structural components to operate one 600-hp pump to connect to the City water system. Sitework to include graded gravel surfacing, infiltration pond and perimeter fence. Test and commission completed system. The project also includes an additive for the additional cost to construct a 68-foot diameter standpipe and foundation. The Work shall be substantially complete within 260 working days after the commencement date stated in the Notice to Proceed. The Proposals will be publicly opened and read aloud shortly after the time and date stated above. Proposals are to be submitted only on the form provided with the Bid Documents. All Proposals must be accompanied by a certified check, postal money order, cashiers check, or Proposal bond payable to the City of Ephrata and in an amount of not less than five percent (5%) of the total Proposal amount. Financing of the Project has been provided by City of Ephrata and the Washington State Department of Health Drinking Water State Revolving Fund (DWSRF) Program and Washington State Public Works Board (PWB) Program. Neither the State of Washington nor any of its departments or employees are, or shall be, a party to this Contract or any subcontract resulting from this solicitation for bids. All work on the project shall be subject to the higher of the State or Federal wage rates. Where federal wages apply, the Successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in whole or in part by SRF appropriations in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, and determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area. Project Funding This project is partially funded through the Washington State Drinking Water State Revolving fund program with federal funds from the Environmental Protection Agency. Buy America Build America (BABA): Recipients of an award of Federal financial assistance from a program for infrastructure are hereby notified that none of the funds provided under this award may be used for a project for infrastructure unless: (1) all iron and steel used in the project are produced in the United States-this means all manufacturing processes, from the initial melting stage through the application of coatings, occurred in the United States; (2) all manufactured products used in the project are produced in the United States-this means the manufactured product was manufactured in the United States; and the cost of the components of the manufactured product that are mined, produced, or manufactured in the United States is greater than 55 percent of the total cost of all components of the manufactured product, unless another standard for determining the minimum amount of domestic content of the manufactured product has been established under applicable law or regulation; and (3) all construction materials44 are manufactured in the United States this means that all manufacturing processes for the construction material occurred in the United States. The Buy America preference only applies to articles, materials, and supplies that are consumed in, incorporated into, or affixed to an infrastructure project. As such, it does not apply to tools, equipment, and supplies, such as temporary scaffolding, brought to the construction site and removed at or before the completion of the infrastructure project. Nor does a Buy America preference apply to equipment and furnishings, such as movable chairs, desks, and portable computer equipment, that are used at or within the finished infrastructure project, but are not an integral part of the structure or permanently affixed to the infrastructure project. The City of Ephrata expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities in any Proposal; and to award the Project to the lowest responsive, responsible bidder that best serves the interests of the City of Ephrata. Contract questions shall be directed only to the office of the Project Engineer If any Bidder desires interpretation or clarification of the Contract Provisions and Contract Plans, the Bidder shall make a written request to the Engineer for such clarification or interpretation prior to the submission of a Proposal. If the Engineer determines that the Contract Provisions and/or Contract Plans do not require interpretation or clarification, the Engineer will so notify the Bidder making the request. All interpretations and clarifications made by the Engineer will be by written addendum to all planholders of record, and a copy of the addendum will be filed in the office of the Owner
