The City of High Shoals has received a Community Development Block Grant - Infrastructure (CDBG-I) award in the amount of $1,703,309 by the North Carolina Department of Environmental Quality (NCDEQ) for the City of High Shoals Water System Phase 2 CDBG-I project which will install approximately 2,950 LF of 12" water lines and appurtenances along the entire length of River Street serving 36 single family homes within the City. The High Shoals City Council is soliciting requests for qualifications for professional engineering services to assist the City in both a) developing a final engineering report, and b) subsequent engineering design and bid package services and construction inspection services, of this project in compliance with all applicable federal requirements and regulations under the CDBG program. Payment terms will be negotiated with the selected firm. The fee for professional engineering services will be paid with CDBG funds. The successful individual or firm must attend two mandatory training meetings. The first training is on Federal Regulatory Compliance. In this training, you will learn methods of complying with all of the federal regulations attached to the Community Development Block Grant program. These regulations include Fair Housing Act, which requires that communities receiving CDBG funds promote fair housing activities in their communities, Section 3, which helps low income works find work in the project being funded, and the Davis-Bacon Act and Related Labor Standards requirements, which mandate fair wages for all workers in the funded project. The training is planned for June 12, 2024 and will be held in Raleigh, NC. Scope of Work: Engineering services shall include, but are not limited to, standard tasks necessary for the implementation of the project in conformance with the CDBG program and NCDEQ compliance areas: 1. Preparing and approval of the engineering report prior to the Release of Funds Upon the Release of Funds, the following scope of work is required: 1. Preparing the final design and construction bid package in conformance with applicable regulations and requirements; 2. Supervising the bid advertising, tabulation, and award process, including preparing the advertisements for bid solicitations, conducting pre-bid meeting, conducting bid opening, and issuing the notice to proceed; 3. Conducting the pre-construction conference; 4. Surveying, field staking, on-site supervising of construction work, and preparing inspection reports; 5. Reviewing and approving all contractor requests for payment, change orders, and submitting approved requests to the governing body; 6. Coordinating and conducting monthly progress meetings and reports; 7. Responding to complaints during construction in accordance with CDBG-I policies; 8. Providing reproducible plan drawings to the Town/City/County upon project completion; 9. Conducting final inspection and testing; 10. Submitting certified "as-built" drawings to appropriate authorities; 11. Submitting a certificate of completion to the City; 12. Preparing an operation and maintenance manual (if applicable), and 13. Updating the City's Asset Management Plan and Capital Improvement Plan upon completion of the project to reflect the completed improvements in the City's existing plans. Contract Award: Once the most qualified firm is selected, a cost for the engineering report will be negotiated separately from the cost for engineering design/bid package and inspection services. Contracting for these two activities shall occur separately and cost/payments associated with each will be clearly defined. Contracts executed for engineering design/bid package and construction inspection services shall be contingent upon the Release of Funds and Funding Conditions. The method of Contractor Selection has not been Determined at this time.
