As of July 12, 2024 project was awarded to Helm Civil, awarded amount is $640,370.60. 2024 HMA Re-surfacing Project. Site Directions: Various streets within the City of Dixon, IL Est. Completion Date: Nov. 29, 2024. Description: 2024 City of Dixon HMA Re-surfacing Project of S. Lincoln Ave, and N. Brinton Ave. 24-00000-01-RS. Street Improvements with Mill, HMA Overlay and Related Roadway Items. 24-00000-01-RS This project consists of the roadway repairs on Lincoln Avenue & Brinton Avenue located in the City of Dixon, Illinois. The City reserves the right to add or subtract streets and/or their appurtenances within the limits of the Standard Specifications. Costs of any necessary saw cutting as directed by the Engineer shall also be incidental to the pay item for which saw cuts are necessary. No additional compensation will be given and they should be considered incidental to their respected pay items. Contractor shall attempt to create a normal 2% +/- crown where possible thru the use of grinding and paving. It is understood that this will not always be possible, and the Contractor shall make every effort to stay within the proposed quantities shown in the proposal, unless prior approval is given from the Engineer. The Contractor shall coordinate with City officials and the Engineer on scheduling Hot-Mix Asphalt Surface Removal operations to minimize the time frame between grinding and HMA placement. This time frame between grinding and HMA surface course will not exceed 10 Calendar Days, unless previously approved by the City and Engineer in written notice prior to the grinding operation commencing. Failure to complete the HMA Surface Course within this time frame, the Contractor will be assessed damages at $1,000 per day. This will help minimize the impact on affected residents throughout the City of Dixon. Temporary Ramps shall be installed at all butt joint locations immediately following grinding. No additional compensation will be made for these ramps and shall be considered incidental to Hot-Mix Asphalt pay items. All bidders shall be pre-qualified and in good standing with the Illinois Department of Transportation prior to the bid opening in order to submit a bid proposal. Any bidders found not in compliance on the day of the bid opening with IDOT shall be disqualified from the bidding process. A pre-construction meeting shall be organized prior to the start of the project. The Contractor shall supply a completed Project Progress Schedule in writing, a list of all material suppliers, and a BC 260A "Request for Approval of Subcontractor" available on the Illinois of Department of Transportation's website, for each subcontractor scheduled to work on the project. All subcontractors must be registered and approved with IDOT to be able to perform work on this project. Weekly Project Update: The Contractor shall give the City and Engineer notice of the following week's upcoming work schedule via email every Friday, no later than noon. The City understands the schedule is subject to change due to weather, commitments, etc, but the Contractor should put forth effort to adhere to this schedule if possible, or notify the City and Engineer prior to schedule changes arise. Prior to the application of Bituminous Materials (Tack Coat) and Hot-Mix Asphalt overlay, all streets sha l first be cleaned with a mechanical broom and then be cleared of debris using a compressor. Al waste material shall be disposed of off-site, unless otherwise directed by the Engineer. No additional compensation will be made for the cleaning and shall be considered incidental to the respected pay item. The apparent Low Bidder will be required to provide the list of pay items they will be completing for their 51% of the contract within 2 days after bid opening. Prior to Pay Estimates being approved and paid by the City, the contractor and all its sub-contractors shall submit certified payrolls to the City for verification for the hours and personnel that worked on the project. Any Hot-Mix Asphalt Paving machine shall be able to perform an 18' wide strip in one pass to minimize the seams other than at centerline. HMA Paving Contractor shal have a QC Manager on-site coordinating work that has successfully completed the IDOT HMA Level II Course (CET 023). Petunia Festival: Prior to the start of the Petunia Festival in Dixon (Wednesday July 3rd), all work areas shall be barricaded off with minimal traffic interruptions. No work shall be performed from Wednesday 7-3-24 - Sunday 7-7-24. Work areas can be opened back up upon completion of the festival on Monday, July 8th. Completion Date: All work shall be completed by November 29th, 2024. If the Contractor fails to complete all work by this date, they wi l be charged liquidated damages according to the Article 108.09 of the Standard Specifications. If additional traffic control is required to conform to this date, it shall be at the Contractor's expense. Prevailing Wage: All labor shall be paid with the latest prevailing rates established in Lee County, Illinois. Traffic Control and Protection (Special): Traffic Control shall be in accordance with the applicable sections of the Standard Specifications for Road and Bridge Construction, the applicable guidelines in the Illinois Manual on Uniform Traffic Control Devices for Streets and Highways and any Special Provisions and Highways Standards contained herein and the Standard Specifications for Traffic Control Items. Special attention is ca led to Articles 107.09 and 107.14 of the Standard Specifications for Road and Bridge Construction and Traffic Control Standards 701301, 701201, 701306, 701501, 701901 attached to the back of this proposal. Note: Standard 701201 - for speeds less than 45 MPH, reduce distance between signs from 500' to 200'. The Contractor and the Engineer shall setup a schedule at the pre-construction meeting to determine the proper traffic control at each location along with a contact person's name and phone number who wil be available to coordinate maintaining, repairing, and/or replacing traffic control items. Basis of Payment: All traffic control required shall be paid under the pay item Traffic Control and Protection (Special). No additional compensation will be made for maintaining the setup as the project progresses.
