Clear Creek County (County) is seeking professional services from highly qualified and experienced firms (Respondents) to provide asset inventory data for both gravel and paved surfaces and pavement condition assessment for paved surfaces for Primary County-maintained roads. Clear Creek County (County) is soliciting professional services through a Request for Proposals (RFP) from highly qualified and experienced firms to provide roadway asset inventory and pavement condition assessment data collection, analysis, and formatting. The project is locally funded through the County Road and Bridge Fund with a total annual budget of $2M to $4M for total project costs. RFP Registration email: scanada@clearcreekcounty.us Subject line exact text: RFP PW 24-09 All items contained in this RFP and accompanying attachments are pertinent and necessary in preparing submittals and should be read completely and carefully The scope of services includes approximately 73 miles (146 lane-miles) of roadway asset data collection, of which approximately 54 miles (108 lane-miles) also includes pavement condition assessment services. Project Summary: Solicited scope of services includes high-resolution imagery and asset inventory data collection, analysis, and GIS formatting for approximately 78 miles of paved asphalt and approximately 80 miles of non-paved, 2-lane County roads and roadway assets. Solicited services include pavement condition assessment data collection, analysis, and formatting for the paved roadways. Deliverables include but are not limited to, geographic information system (GIS) feature classes for each asset type and pavement condition assessment data, high-resolution imagery of roadways and right-of-way, and a summary report. The project kickoff is anticipated in July 2024 and all field data collection to be complete by the end of August with the intention of data collection and imagery benefiting from the summer's full sun . The County has roadway GIS shapefile data for planning and reference only. The County intends to use the GIS feature classes created as part of this project as the County Road & Bridge (R&B) GIS data source. Countys Rights Reserved a) The County reserves the right to negotiate the Fee Proposal. If the County and Respondent cannot agree on the Fee Proposal, the County shall move onto the next ranked Respondent for the selection and award process. b) The County reserves the right to negotiate optional items and/or services with the selected Respondent. c) The County does not assume responsibility for reimbursement of costs incurred by Respondents in replying to this RFP. The County will not reimburse Respondents for any costs associated with the preparation and submission of said submittals or in the preparation for and attendance for an interview. d) The County does not guarantee a minimum amount of work through an award of contract for this RFP. e) The County has the right to select multiple Respondents for contract award if it is in the best interest of the County. f) The County reserves the right to reject any or all responses, or select the response most beneficial to the County. g) The County reserves the right to modify the requirements of this RFP. h) The County reserves the right to consider past performance, historical information, and fact, whether gained from the Respondent's submittal, references, interview, or any other source in the evaluation process.
