Clear Creek County (County) is seeking proposals through a Request for Proposals (RFP) for Construction Management/General Contractor (CM/CG) Services from highly qualified and experienced firms for a roadway drainage solution on Soda Creek Road. The project is locally funded through the County Road and Bridge Fund. Clear Creek County Public Works is seeking a CM/CG to provide services for the Drainage Improvements for Soda Creek Road project. Soda Creek Road is experiencing a localized visible point-source of water flowing up through the center of the pavement causing significant pavement distress and continuous saturation of road surface. The project includes excavation of the localized area to investigate and evaluate drainage under the roadway, consultation and collaboration with County staff and design engineer (RockSol Consulting Group, Inc.) for drainage solution development, and construction services to implement the chosen drainage solution. The CM/GC is to provide constructability, value engineering, and cost estimation in the Preconstruction Phase, followed by a Guaranteed Maximum Price proposal and, if approved, construction and construction management services in the Construction Phase. Proposal Format and Content Each response shall consist of the following, in one (1) single pdf document, in the following order: 1) Signature Form a. The Signature Form must be completed and signed by an authorized signatory, acknowledging all documents and addendums issued during the solicitation period have been carefully read and the Respondent understands the terms, conditions, and provisions in this RFP. b. The Signature Form is in Attachment B. 2) State of Colorado Certificate of Fact of Good Standing a. Include current Certificate of Fact of Good Standing with the State of Colorado. 3) Introductory Letter a. Brief description of company history and areas of expertise. Provide specific information regarding experience and capabilities on similar projects or related services. b. Describe staff resources and project understanding. c. Respondents submitting as a primary (and) subcontractor(s) shall introduce all firms that are part of the submittal. 4) Key Personnel a. Provide a bio/resume for the project manager, superintendent, and any other key personnel who will be performing the solicited scope of services. Include their professional title, years of total professional experience, years with current company, professional licenses, and accreditations. 5) Project References a. Provide a list of completed projects similar in scope. Include the name and contact info of the customer, dates of service, and project description. 6) Client References a. Provide five (5) unique client references, newest to oldest, with contact name, email, direct phone number, and brief description of job performed for each reference. b. Project references can be used as client references 7) Fee Proposal a. The Fee Proposal Form is in Attachment C. Phase 2 scope of services is included for reference only. The proposed Phase 2 work is anticipated as follows: 1. Remove steel plate(s) as needed. 2. Widen the excavation area to approximately 8' x 8' to allow room for proposed work. 3. Saw cut a 3-foot-wide trench from the area where the water is coming out of the pavement at an angle back to Soda Creek. Excavate the trench to Soda Creek down about 3 feet. 4. Install a 48" diameter precast manhole and base in accordance with CDOT Item 604 and M 604-20 in the M & S Standards, at the initial excavation location. 5. Install a 6" (match damaged pipe diameter) plastic pipe from the damaged section into the manhole. 6. Install a 6" diameter PVC pipe in the trench from the manhole to Soda Creek (approximate length 40 feet) in accordance with Item 603 and M 603-5 in the M & S Standards. 7. Since water was noted in the boreholes, we recommend installing a pipe underdrain system on the downstream side of the plastic pipe and manhole to collect any water from under the roadway in accordance with M-605-1 in the M & S Standards. 8. Backfill around the manhole. 9. Use Class A Filter material in the trench around the plastic pipe and the 6" diameter perforated plastic pipe from the manhole to about 2 feet past the edge of pavement. 10. Place 6 inches of Class 6 ABC around the manhole and over the trench to 2 feet past the edge of pavement. 11. Place 4 inches of SX(75) PG 58-28 HMA around the manhole and in the trench to the edge of pavement. During the full duration of work, the Contractor shall: o Constantly maintain a dewatering practice for the area. o Cover the areas with steel plates at the end of each day. o Constantly maintain one lane of traffic. Maintain two lanes when possible. o Allow the County and Design Engineer to observe work and inspect findings. Question Deadline 06/24/2024 Requests for Clarification submitted will be addressed directly to the requesting Respondent and through an addendum posted to the County by Wednesday, June 26, 2024. Direct all inquiries to: scanada@clearcreekcounty.us Subject line exact text: RFP RC 24-02 Subsurface Investigation Task: The contracted Respondent shall perform the following Subsurface Investigation work no later than Friday, July 26, 2024: Excavate around the source of water flowing up through the roadway pavement to allow the Design Engineer and County staff to verify existing conditions. The excavated site is to be covered with steel plates and maintained to allow for traffic while the construction plans, specifications, and quantities are finalized. The salient features of work to be performed include, but is not limited to: 1. Traffic control during investigation 2. Saw cut a 4' by 4' area around the location where the water is coming out of the pavement. 3. Excavate the area down about 4 feet so that the 6-inch (estimated) diameter water line is exposed. 4. Provide access to Design Engineer and County staff, as needed, for verification of subsurface conditions. 5. Secure site for traffic safety to keep two lanes of traffic open utilizing steel plate(s) and signage, as needed 6. Disposal of excavated materials and construction debris 7. Site maintenance for traffic safety to keep two lanes of traffic open utilizing steel plate(s) and signage, as needed 8. Removal of traffic safety materials (i.e. steel plate(s), signage) Contracted Respondent shall be responsive in addressing any County safety concerns for the duration of the maintenance of traffic. Disposal of excavated materials shall be the contracted Respondent's responsibility and included in the unit pricing The contracted Respondent agrees to the following schedule for Preconstruction Services: Project Milestone Date(s) Project kickoff (remote) meeting to finalize/verify: a. Key personnel and contact info including any subcontractors b. Existing site conditions c. Utility locates d. Construction staging area, as needed e. Traffic control plan during site investigation f. Contractor's day-of plan and approach g. Access requirements for Design Engineer and County staff h. Maintenance of site post subsurface investigation week of July 15, 2024 Post-investigation (remote) meeting to discuss and provide input on design solution by Wednesday, July 31, 2024 Review plans, specifications, and contract for drainage solution week of August 12, 2024 Submit Phase 2 GMP proposal with construction schedule for County review and acceptance by Monday, August 19, 2024 Phase 2 Contract Award / NTP Tuesday, September 3, 2024 Contractual Obligations a) Attachment A includes the Sample Contract to be awarded through this RFP b) After a Respondent is selected, a contract award will be contingent upon successful negotiation and formal approval by the County. All contracts are subject to appropriation of funds by the County. c) Only the County's contract documents will be used in the finalization of any agreement issued as a result of this RFP. The terms of the contract are non-negotiable. d) The performance period of any contract awarded as a result of this RFP is anticipated to start the day of award and end November 30, 2024. Project scope of services is multi-phased and awarded through two (2) separate contracts: Phase 1 - Contract for Drainage Solution for Soda Creek Road Preconstruction Services Phase 2 - Contract for Construction of a Small Project (Adapted from EJCDC(R) C 522) Phase 1 is to be awarded directly after RFP selection with work to commence as soon as possible but no later than seven (7) days after award. Phase 2 is to be awarded subsequent to the County's acceptance of the contracted Respondent's proposal for Phase 2 work. The project is on an accelerated timeline and is anticipated as follows: Phase 1 NTP / mobilization week of July 8, 2024 Phase 2 NTP week of September 3, 2024 Phase 2 Substantial Completion by October 31, 2024 Phase 1 includes preconstruction services including but not limited to project kickoff meeting, subsurface investigation, post-investigation meeting, and development and submittal of a guaranteed maximum price (GMP) proposal for Phase 2 work. Phase 2 consists of construction services to implement the drainage solution. Preliminary design includes installing a drainage relief pipe from the leakage point in the roadway to the roadside creek, a manhole for future access, and an underdrain system on the downstream side of the manhole for additional drainage relief under the roadway. Requests for Clarification submitted by Monday, June 24, 2024, will be addressed directly to the requesting Respondent and through an addendum posted to the County by Wednesday, June 26, 2024.
