Norwich Public Utilities (NPU), located at 16 South Golden Street, Norwich CT, is soliciting proposals from Utility Power Engineering firms to support its electric High Voltage, Medium Voltage and Low Voltage systems. NPU is a dynamic four service Utility Company providing Electricity, Gas, Water and Sewer to the city of Norwich and the surrounding community. This proposal is for an Indefinite Delivery and Indefinite Quantity (IDIQ) of engineering services. Requested engineering support includes but is not limited to: o Development and/or review of engineering and material specifications o Development and/or review of preventative maintenance practices and procedures o On-site Field Engineering Support services to include, but not limited to, troubleshooting, fault analysis, documentation, and emergency response. o Project evaluation, feasibility, and planning reviews o Equipment commissioning and verification testing o Fuse Coordination Studies o Reclosers/Breaker Relay Settings o Substation Project Design to include new build and upgrades o Generation Project Design to include new build and upgrades o Device Programming/Design Support for Relays/Reclosers/Voltage Regulators along with Real Time Automation Controllers. o Demo/Addition/As-Built Drawings The Purchasing Agent, City of Norwich, on behalf of Norwich Public Utilities, is seeking proposals for on call engineering support services Addenda, if any, will be posted online All bidders, prior to submitting their bids, should check to ensure they have received all issued addenda. Norwich Public Utilities reserves the right to reject and all bids, in whole or in part, to waive minor irregularities in the bidding and to award the bid to other than the low bidder if deemed in the best interest of the City of Norwich. No Bidder may withdraw its bid within sixty (60) days of the bid opening date. Should there be reason why the contract cannot be awarded within the specified time, the time may be extended by mutual agreement between Norwich Public Utilities and the designated, qualified low bidder. All final awards of the bid shall follow the City of Norwich Code of Ordinances 7-46 - Delinquent Tax Setoff Against Money Due Bidder or Contractor. Engineering support shall include the performance of the tasks above or the supervision of these tasks performed by another firm. Engineering services will include High and Medium Voltage applications. NPU operates the following Electric facilities: o 69KV and 115KV transmission facilities o 4.8KV, 13.8KV, and 34.5KV distribution facilities. o 0.5 - 1.2 MW Hydropower facilities o 18 MW Gas Turbine Generator facility Responding bidders must ensure that employees and applicant for employment are not discriminated against because of their race, color, religious creed, age, marital status, national origin, ancestry, sex, gender identity or expression, intellectual disability, mental disability or physical disability, including, but not limited to blindness, unless it is shown by such bidder that such disability prevents performance of the work involved. Engineering Firm shall assign at least one Principal Engineer for direct support to Norwich Public Utilities. The assigned Principle Engineer shall be responsible for any professional, technical, or design services supplied to NPU. The Principal Engineer may assign work to a team of individuals to meet delivery requirements. Proposal Requirements : Provide the name and address of your organization Provide resumes for the Principal Engineer, the Senior Engineer, and the Engineer. Provide the hourly rate for the Principal Engineer, the Senior Engineer, and the Engineer. Provide three references for clients receiving services similar to the services described in this RFP. Include the agency/vendor name, address, telephone, and contact person. Other information that the proposer believes conveys their qualifications and experience. The term of the agreement will be three years with an option to renew for an additional year. All renewals are at the discretion of NPU. NPU reserves the right to make multiple awards. Upon selection of a Vendor, NPU will issue a purchase order that will cover all on call services and will be valid through the end of the initial three-year term. To ensure prompt payment, the Vendor must reference the purchase order on all invoices. NPU may issue a separate purchase order for specific services. The method of Contractor Selection has not been Determined at this time.
