Requesting bids for a contractor to incorporate one new robot at the Tri-County single stream Material Recovery Facility (MRF). Outagamie County Department of Recycling & Solid Waste MRF Equipment Upgrade - Robot on Residuals Line 1419 Holland Road Appleton, Wisconsin 54911 Scope of Work The Outagamie County Department of Recycling and Solid Waste operates a Tri-County single stream Material Recovery Facility (MRF) located at 1419 Holland Rd in Appleton, WI. We are seeking a qualified contractor provide all materials and labor incorporate one new robot to remove HDPE-natural, PET and UBC including associated visions systems, HMI and electrical controls. Reference the following for the scope of work: 1. SCS Engineers Specification Manual, Project #25221432.10 dated May 29, 2024 (18 pages) 2. The fact we may specify a manufacturer and model is not meant to limit acceptable equipment; rather it is a means to establish a minimum level of acceptable quality. You may bid any manufacturer as long as the equipment is equal to or exceeds the required specifications. Outagamie County will be the sole judge of equivalency. Other project notes/specifications: 1. Contractors will be responsible for all required permits (and associated costs). 2. Entire project must include a one year warranty for workmanship and materials. Site Visit There will not be formal site tour. Any contractors interested in seeing the site should contact Jeff Tetzlaff, contact information in Section 10.0. Completion & Liquidated Damages A contract will be issued by July 11, 2024. Substantial project completion will be no later than 4:30 am CT September 30, 2024. If the contractor fails to achieve substantial completion by this date, a liquidated damages penalty equal to $500.00 per calendar day will be payable to Outagamie County. Each bid submitted must be accompanied by a bid bond prepared on the surety's standard form duly executed by the bidder as principal and having as surety thereon a surety company licensed in the State of Wisconsin, in the amount of five percent (5%) of your total bid price, payable to the owner as a guarantee that if the bid is accepted, the successful bidder will execute and file with the owner within ten (10) days from the date the their bid is accepted, the required insurance certificate, a performance bond and a labor and material payment bond equal to the contract sum, for the faithful performance of this project, and for the complete payment of all persons either performing labor or furnishing materials for the completion of this project and sign the AIA contract referenced in this RFB. If the bidder fails to file such insurance certificate, bonds or sign the contract within ten (10) days from the notification of award, the bid security shall be forfeited to the owner as liquidated damages. Attorney's-in-fact who sign bid bonds, performance bonds, labor and material payment bonds must file with each bond a certified and currently dated copy of their power of attorney. Failure to submit a bid bond will result in the rejection of your bid. Cashier checks will not be accepted as a bid bond. Outagamie County has the sole discretion and reserves the right to cancel this bid and to reject any and all bids received prior to award, to waive any or all informalities and or irregularities, or to re-advertise with either an identical or revised specification.
