The study shall conduct a 100 year storm Dam Breach Analysis using all the current data, methods and software. MDE Dam Safety and the Town of Perryville want to mitigate any dangers of downstream flooding if and when the Perryville Dam 223 is breached. The Dam Breach Analysis must evaluate the structure during a 100 yr storm event. During this 100 yr storm event, the dam's reservoir must be no deeper than 3 feet. In addition, there must be no downstream flooding during the 100 yr storm due to either Dam 223 being breached or during the dam breaching process itself. The study must determine the size and extent of the dam breach to mitigate any potential to flood neighboring properties downstream. The engineering consultant(s) must coordinate and discuss with MDE Dam Safety the standards and criteria of the Dam Breach Analysis. Coordination with Kelly Flint of MDE will be necessary in order to perform the Dam Breach Analysis as well as the floodplain analysis. Kelly Flint can be reached at 410- 537-3536, or kelly.flint@maryland.gov. No new topographic survey work will be necessary to successfully complete this project. All necessary survey data and background data will be available upon request. A referenced hydrologic analysis of Mill Creek conducted by the University of Maryland should be used to model for the breach analysis and downstream flood study in lieu of a new topographic survey. Existing construction plans also exist to help model the dam structure and reservoir. Per MDE guidelines and standards, the hydrologic analysis must use HEC-HMS software using specific values provided by MDE. The dam breach analysis must use HEC-RAS software. MDE is requesting that the Perryville Dam #223 breach study should modify the existing HEC-RAS study of Mill Creek by Univ. of Maryland from a 1-D model to a 2-D model to better simulate any potential downstream flooding. The flood analysis should include a downstream floodplain map. The final report needs to be reviewed and approved by MDE discussing the results, dam breach configurations, potential downstream flooding, and any underlying methodologies used for the calculations and mapping. Bids shall be lump sum in a sealed envelope with contract. All bid questions are due June 24, 2024 and with Town questions & answers posted July 1, 2024 at the Perryville website.
