The City of Sausalito requests proposals from qualified consultants for the City Facility Assessment Study as defined below. It is the intent of the City to hire a qualified consultant who can provide project management assessments and field review, proposed improvement estimates of improvement costs and priority for implementation of improvements at each of the specified city facilities. The final product sought is a facility evaluation report. The selected consultant ("Consultant") must have the ability and experience to provide comprehensive technical and administrative assistance for the Project. The Consultant must demonstrate the capacity to work with City representatives, citizens, professional service consultants, designers and engineers, estimators and construction companies related to the Project. The Consultant will provide the following services to the City (as further detailed in Section 6 (Scope of Services) below): 1. Review of the Climatec report related to Energy Conservation Measures 2. Review existing City Owned Buildings - Open to the Public. 3. Review existing City Owned Buildings - Leased 4. Review of Other Facilities on City Property - facilities near shorelines and those susceptible to saltwater intrusion 5. Develop a facility assessment report for all facilities noted per the scope of services denoted below. 6. Provide a draft report to staff for review 7. Present the report to the City Council in a public meeting and respond to questions and concerns raised by the Council and the public in that meeting 8. Prepare and submit a finalized Facility Assessment Report Structural Assessment: The consultant shall examine the substructure system supporting the buildings noted. In general, these structures are located on elevated pile foundations placed within the tidal zone over submerged properties. The consultant's examination shall include identification of impacts to the substructure's based on corrosion, wave action, sediment recession, P-Delta effects of non-vertical members as well as lateral resistance to forces applied to the substructure. A general condition of the overall system is needed as well as the identification of improvements that can extend the life of the structures support system. The consultant shall prepare a report detailing what improvements are needed to maintain the existing support systems as originally intended when installed. If corrosion or other impacts significantly decrease the underlying strength of the support systems, the consultant's report shall detail what is necessary to improve the systems in place. The consultant's report should provide an overall recommendation of: o Improvements needed at this time to protect the substructure from corrosion, wave action, shoreline recession. o Improvements necessary at this time to bring the structures support up to current strength standards to support the building system. o General overview of the substructure support and recommendations on the expected life expectancy of the current support system if no action is taken and if improvements are pursued. The sealed envelope or box must be plainly endorsed with Proposers name and address and contain one hard copy and one electronic copy (on a flash drive) of the Proposal. A separate Fee Proposal shall be included in a separate sealed envelope and separate electronic copy clearly labeled as Fee Proposal. Submission of a Proposal will constitute a firm offer to the City for 120 days from the Proposal Deadline. Proposals may not be modified after the Proposal Deadline. The City, in its sole discretion, may amend this RFP by issuing written addenda to the RFP. Such addenda will be posted on City It is the responsibility of each Proposer to monitor the City for any addenda that may be issued related to this RFP. A Proposer wishing to receive an email notification of any issued addenda must email its request for notification and email address to mlockett@sausalito.gov and aiqbal@sausalito.gov. Questions regarding this RFP or the Project may only be submitted in writing to Kevin McGowan, Director of Public Works, via e-mail at kmcgowan@sausalito.gov, respectively, attention "City of Sausalito Building Facility Assessment Study," by June 28, 2024, 12pm. No oral statements by any City employee or representative will be binding against the City The Proposer shall be available to work as many hours as required to complete the Services immediately upon receipt of the Notice to Proceed issued by the City and must complete each task in a timely manner. The Contract Performance time for the Project is 90 calendar days. Neither the issuance of this RFP nor the acceptance of Proposals commits the City to award or enter into any agreement with a Proposer. The City reserves the unfettered right to reject any or all Proposals, at any time, and to seek new Proposals when in the best interest of the City. The City reserves the right to cancel, modify, or postpone this RFP or the Project, at any time, and to waive any irregularities or informalities in any RFP procedures. Each Proposer is solely responsible for the expenses it incurs to respond to this RFP. City expressly disclaims responsibility for any assumptions a Proposer might draw from the presence or absence of information provided by the City in any form. The scope of services for the Agreement shall include but not be limited to the following: Background: The intent of this study is to examine each City owned building and determine when building systems will need to be replaced and budget to do so. The assessment study will include the examination of the HVAC, roofing, windows, flooring, carpeting, electrical, saltwater intrusion, and systems which are key to keeping these facilities functioning. Deadline for questions/clarification June 28, 2024, 12pm The City is seeking consulting services for the following tasks: Task 1: Project Management and Coordination 1.1 The consultant shall be responsible for providing all contract management and quality control services throughout the duration of the project. The consultant shall deliver a highquality product within budget and on schedule. 1.2 The consultant shall meet periodically with the City to discuss the project, present improvement options, review alternatives, etc. For cost estimation, a total of six meetings may be assumed. These six meetings will be independent of those discussed under separate tasks identified elsewhere in this RFP. 1.3 The consultant shall provide monthly schedule updates in conjunction with submittals of invoices. Deliverables: Project Schedule and updates Meeting agendas and minutes for all design and coordination meetings Task 2: Existing Conditions Assessment 2.1 Review of existing records including the following: Climatec's building equipment inventories Existing drawings Existing utility information Existing ADA Transition Plan 2.1 Using American Society for Testing and Materials (ASTM) 2018 standards, the consultant shall complete a thorough field review of the existing building infrastructure and systems located at the buildings summarized above. The infrastructure review shall include, but is not limited to:o Mechanical devices - Internal features (HVAC, Electrical, Plumbing, mechanical systems, etc.) o Climatec to provide inventories of HVAC, building automated systems (BAS), lighting and any other necessary equipment/systems Climatec has assessed to expedite the consultant's assessment. See Attachment 1: Systems for Review Spreadsheet. o Siding and external finishes o Painting o Roofing o External features (meters, windows, awnings, etc.) o Carpeting and flooring o Restrooms facilities o ADA accessibility o Structural Assessment o Saltwater Intrusion (i.e. pylons for decking and docks) o Sea level rise The method of Contractor Selection has not been Determined at this time.
