The Project is expected to be awarded on July 22, 2024.** Notice Inviting Bids for the construction of the Ojai Valley Sanitary District's Burnham Road Trunk Sewer Rehabilitation Project located in the public right-of-way and District-owned easements along Burnham Road in Unincorporated Ventura County, California. Unless otherwise define herein, the specifications and standard plans of the latest edition of the Standard Specifications for Public Works Construction "SSPWC" or "Green Book" shall apply. Any capitalized terms used in this Notice Inviting Bids shall have the same meaning given to them in the "General Conditions" adopted by the District. Each Bidder must submit all of the items described in the Instructions to Bidders provided by the District (the "Instructions to Bidders") and all of those items shall collectively constitute the "Bid." The Work involves the cleaning, inspection, and rehabilitation of approximately 1,100 linear feet of 18-inch and 1,500 linear feet of 21-inch asbestos cement pipe (ACP), originally constructed in the 1960s. All 11 lateral connections shall be re-instated and then rehabilitated with a compatible CIPP lateral insert. There are two 21-inch CIPP patches, approximately 12 feet in length each. In addition to the above, there is an add alternate bid schedule that includes the cleaning, inspection and rehabilitation of an additional 2,500 linear feet of 21-inch ACP. There are 12 lateral connections within the add alternate project area. The Engineer's Estimate for the Base Bid Work is $1,050,000. Ojai Valley Sanitary District (OVSD or District) hereby invites sealed Bids for constructing the Burnham Road Trunk Sewer Rehabilitation Project in accordance with the District's Contract Documents including its Specifications No. 2024-13. Bids shall be submitted in accordance with the requirements set out in the Instructions to Bidders For inquiries regarding website access, email Liz Dubrin at liz.dubrin@ojaisan.org or call 805- 646-5548. Each Bid must be accompanied by cash, a certified or cashier's check or by a Bidder's bond as described in the Instructions to Bidders (the "Bidder's Security") as a guaranty that the Bidder shall, if awarded the Contract, (i) execute the Contract in accordance with the Bid as accepted by the District, (ii) furnish the required payment and performance bonds and bonding company documentation, (iii) provide satisfactory evidence that the Bidder's Project Manager, and all other designated employees meet the experience and certification requirements in this Notice Inviting Bids, and (iv) provide satisfactory evidence that all required insurance coverages have been secured. The Bidder's Security shall be in an amount that is at least ten percent (10%) of the aggregate amount of the Bidder's Bid. The Bidder that is awarded the Contract (the "Successful Bidder") shall be required to obtain the insurance required by the Contract Documents and to furnish a faithful performance bond and a payment bond which shall each be at least one-hundred percent (100%) of the total amounts payable by the terms of the Contract. The faithful performance bond shall provide that it shall remain in full force and effect during the life of any guarantee or warranty required under the Contract Bidders are reminded that they must comply with the provisions of the California Labor Code pertaining to the payment of prevailing wage rates (Labor Code 1770 et seq.). Pursuant to Labor Code 1773.2, a copy of the prevailing per diem rates of wages in Ventura County is on file at the District's office. A copy of these rates of wages will be made available to any interested party upon request. The Successful Bidder is required to post a copy of the determination of the prevailing wage schedule at each job site. The District reserves the right to reject any and all Bids, waive minor informalities or irregularities not affecting substantial rights, reject one part of a Bid and accept the other, and delay award of the Contract for a period of up to sixty (60) Calendar Days after the bid opening date. The contract will be awarded to the lowest responsible bidder complying with these instructions and with the notice inviting sealed proposals. The District may reject bids or waive informality in bids. If in the judgment of the District a bid is unbalanced, or if the bidder is not responsible, it shall be considered sufficient grounds for rejection of the entire bid.
