Site work and paving for a mixed-use development in Bellingham, Washington. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The scope of work for this project consists of furnishing all labor, materials, and equipment necessary for the project identified above including the following major work items: Prior to construction, prepare and submit the following for Engineer approval: Executed Right of Way Permit, Regulated Building Material Abatement Work Plan, Excavation and Backfill Plan, and Water Management Plan describing the means and methods to accomplish the Work. Temporary Erosion and Sedimentation Control (TESC) Plan describing erosion and sedimentation control Best Management Practices (BMPs) to be installed, as well as the collection, storage, and treatment facilities the Contractor will have on site to manage and prevent stormwater and fugitive dust emissions from leaving the Project Limits. A Health and Safety Plan (HASP) discussing the project-specific control zones, procedures, monitoring, emergency response, route to hospital, and relevant certifications for all site workers, e.g. 40-hour HAZWOPER, respiratory fit test, etc. Maintain site security, limit public access to the project site, conduct traffic control and pedestrian reroute, and conduct the Work activities so as to not interfere with pedestrian, bicycle, or vehicle traffic on adjacent public right-of-way, except as required for project execution, i.e. sidewalk and curb cut replacements). Conduct a public and private utility locate. Install and maintain TESC BMPs to prevent any off-site stormwater runoff or material track-out and maintain them in full compliance with the approved TESC Plan and Plan Set. TESC BMPs should also be maintained in accordance with applicable laws, regulations, and ordinances. Establish lined and bermed stockpile areas for each category of material to be recycled or disposed of offsite and maintain appropriate BMPs for all stockpiles, including capture and treatment of runoff from the stockpile area, throughout the duration of the Work. Perform abatement of regulated building materials in the building to be demolished. Following approval of abatement by the Engineer, demolish building in accordance with the City of Bellingham demolition permit for the project. Dispose of the building debris materials at a facility(ies) permitted to accept them and as approved by the Engineer. Install and commission Water Treatment System adequate to capture and treat surface water and groundwater generated during the Work and discharge to City sanitary sewer in compliance with Specifications and Discharge Authorization. Remove all other aboveground and buried structures (e.g., tank and building foundations including wood pilings if present, piping rack, fencing, etc.) as needed to accomplish the remedial excavation. Remove all Metal components associated with the concrete foundations and buried piping systems being removed. Segregate all removed debris for off-site recycling or landfill disposal as directed by Engineer. Following City of Bellingham disconnection of the 12-inch water line running through the excavation area, excavate and cut the water line at two specified locations outside planned excavation shoring, and completely remove the water line from between the two cut locations. Dispose or recycle the removed pipe as directed by Engineer. Install sheet piling as shown in Plan Set to allow for excavation along the site-northern and site-western excavation extents. Construct slot-cut controlled density fill (CDF) block wall as shown in Plan Set to allow for excavation adjacent to Roeder Avenue. Perform excavation, segregating material as directed by Engineer, and dewatering to allow for unsaturated conditions. Excavated soil with associated buried debris shall be segregated as Contaminated Soil, Non-Contaminated Soil, Recyclable Debris (Concrete and Metal), and Non-Recyclable Debris, as designated by Engineer. Load, transport, and dispose of Non-Recyclable Debris and Contaminated Soil at a landfill permitted to accept it and approved by Engineer. Recycle Recyclable Concrete and Recyclable Metal. Backfill excavation and complete its compaction. During backfill of the completed excavation, install a new 12-inch water line and connect it the existing water line at the two locations where Contractor previously cut it. City of Bellingham will inspect and approve the completed water line construction prior to it being covered. Remove sheet piling following completion of backfill of excavation. Install new stormwater catch basin and connect it to existing on-site storm drainage stub out. Replace existing site-northern curb cut with sidewalk per City of Bellingham CG-230 and replace site-southern curb cut with an updated ADA-compliant driveway section per City of Bellingham CG-260. Construct two walled landscape planters and install landscaping (eight trees, grass seed, mulch) along Roeder Avenue. Each bid must be accompanied by a cashier's check, money order, or an original signed and stamped surety bid bond in an amount not less than five percent (5%) of the total bid, made payable to the Port of Bellingham. Any and all questions related to this project must be submitted via email prior to 5:00 PM, local time, on Friday, June 21, 2024. No questions will be accepted after that time. The Port of Bellingham reserves the right to reject any or all bids and to waive any irregularities or informalities. All bids submitted shall be considered as valid offers for a period of forty-five (45) days from the date of the bid opening during which time the Port of Bellingham will make the award or return all bids.
