Demolition, site work, paving and new construction of a mixed-use development in Seattle, Washington. Working plans call for site work for a sidewalk / parking lot; for the demolition of a 81,000-square-foot educational facility; for the construction of a 150,000-square-foot, three-story above grade educational facility; for paving for a sidewalk / parking lot; and water / sewer project.
Description of Action Taken: On April 30, 2024, Highline Public Schools issued a Determination of Nonsignificance (DNS) for the Pacific Middle School Replacement project. Description of Proposal: Highline Public Schools is proposing full replacement of the existing Pacific Middle School on its current 11.65-acre site. The proposal is to demolish the existing approximately 77,500 SF middle school building and two portable buildings (3,500 SF total) and replace it with a new 3-story building of approximately 150,000 SF serving grades 6 - 8. Students will be relocated to an offsite school during construction. The proposal will increase enrollment capacity from the existing 787 students to 950 students. Improvements include two new parking areas, play areas, and exterior lighting. The existing grass playfield will be replaced with either new grass or synthetic turf depending on funding. Approximately 97 Parking stalls, plus 13 stalls for buses, will be provided. Existing school access comes from one driveway off of S 227th Pl. and two access points off of 24th Ave. S. There are sidewalks along S 227th Pl. and 24th Ave S. Proposed improvements include dedicating the north access driveway off of 24th Ave S. for bus access only and removing the south access driveway. All non-bus trips will access the site via S. 227th Pl. Storm drainage will be replaced with four new detention vaults, but existing drainage patterns will be maintained. Location of Proposal: 22705 24th Ave S, Des Moines, WA 98198, on Parcel No. 162204-9239. Section 16, Township 22N, Range 4E, Willamette Principal Meridian, King County, Washington. Type of Environmental Review under SEPA: A Determination of Non-Significance (DNS) and Environmental Checklist were published and opened for review and public comment from April 30, 2024 through May 14, 2024. Prior to the DNS, a Notice of SEPA Consultation was issued and opened for review and public comment from April 1, 2024 through April 15, 2024.
