Renovation of a stadium in Webster Groves, Missouri. Completed plans call for the renovation of a stadium.

Scope includes the renovation and construction of a new Ice Rink floor system including: cold slab, insulation, heat loop and pumps, base, ground water drains, removal and replacement of boards installed in 2016, new bleachers, new cooling tower, any needed modifications to refrigeration plant installed in 2016 to connect to new rink floor system or cooling tower, possible HVAC improvements in the locker rooms, and possible skate resistant flooring in the City of Webster Groves, Missouri. The project is being funded by the City of Webster Groves. The Ice Rink is located at 33 E. Glendale Avenue, Webster Groves, Missouri, 63119. Schedule: Substantial Completion of the Project is to be achieved by August 15, 2025. August 12, 2025 substantial completion The City will host a pre-submittal walk through and Q&A on June 21, 2024, at 10 a.m. Attendance is not mandatory but strongly encouraged. A list of questions and answers will be included on the Citys bid website as an addendum to the RFQ following the meeting. A performance bond on the part of the contractor for 100% (one-hundred percent) of the contract price. A payment bond on the part of the contractor for 100% (one-hundred percent) of the contract price. A. The Project is described in the RFQ Documents. Instructions for obtaining the RFQ Documents are set forth in Paragraph 1.03. B. The Project is summarized as follows: 1. The project scope includes the renovation and construction of a new Ice Rink floor system including: cold slab, insulation, heat loop and pumps, base, ground water drains, removal and replacement of boards installed in 2016, new bleachers, new cooling tower, any needed modifications to refrigeration plant installed in 2016 to connect to new rink floor system or cooling tower, possible HVAC improvements in the locker rooms, and possible skate resistant flooring in the City of Webster Groves, Missouri. The project is being funded by the City of Webster Groves. The total project scope is comprised of site preparation, ice rink and all related components and parts to provide an operational rink in compliance with the best practices and all applicable laws and codes including the Americans with Disabilities Act: 2. The Ice Rink is located at 33 E. Glendale Avenue, Webster Groves, Missouri, 63119. The following information is an understanding of the project identification and scope. a. Type & Size: A single sheet of ice. b. Desired Features and Operational Aspects: The Ice Rink is a year-round indoor facility. The rink was opened in 1994. We have lost the heating loop and for the last 10+ years have been closing the rink for 5-6 weeks each summer to remove the ice and allow the ground to thaw to reduce slab heaving. We anticipate this project will remove the cold concrete, insulation, heating loop, any back fill and soils that are not suitable, and replace with all new layers. Additional desired features include; • New cooling tower • Upgrades as needed on refrigeration plant installed in 2016 to conform with new cooling plant and rink floor • New bleachers • Possible HVAC improvements in locker rooms • Possible skate resistant flooring throughout rink removed during construction • Possible installation of LED lights below ice and DJ quality lights above ice for Cosmic Skate Sessions 4 c. Budget: The estimated design and construction cost for the project, which cost is inclusive of the design and all other services to be performed under the design/build contract, is estimated above $1,000,000. d. Schedule: Substantial Completion of the Project is to be achieved by August 15, 2025. The City intends to open and operate the new rink system for the 2025 fall season. e. Performance: The Project design and construction will comply with all local building codes, best practices and design standards for ice rinks and the Americans with Disabilities Act (ADA). 3. Goals for the project include; a. Design Builder and City shall cooperate towards realizing a high-quality Project. b. A rink refrigeration system that is as efficient as possible considering budget constraints. c. A rink that will resist deterioration and damages. d. A rink that is cost effective to operate in terms of power consumption, heat loss recapture, chemicals, and staffing.
