Site work for a water / sewer project in Bristol, New Hampshire. Completed plans call for site work for a water / sewer project.
The New Hampshire Fish and Game Department (NHFG) requires an autumn 2024 extraction and spring 2025 install of three (3) temporary steel extension piles for the seasonal dock at NHFG's Wellington State Park boat ramp in Bristol, NH that accesses Newfound Lake. In addition, the NHFG seeks assistance retrieving and deploying the seasonal floating dock and gangway system associated with the extension piles. The assistance can be provided without resetting the crane position or configuration. The Contractor shall provide all necessary and appropriate strapping or cabling ("strapping") to NHFG personnel for securing to the dock segments, gangway and extension piles to complete this project. NHFG will provide a boat to support the extension pile and dock retrieval/deployment activity as needed. The Contractor will not need to supply a diver. The dock consists of two wood-framed floating dock segments. The inner (landward) segment is (8) feet wide by twenty-two (22) feet long by two and one-half (2.5+/-) feet deep. The second (outer) segment is eight (8) feet wide by twenty (20) feet long by two and one-half (2.5+/-) feet deep. When in service the two segments are bolted to each other and are accessed from shore by a thirty (30) feet long by four (4) feet wide aluminum gangway. The dock segments weigh approximately 4,400 to 4,000 pounds each. Each dock segment has pile slots enclosed by a piece of decking that can be removed to receive piles. The outer pile is secured to the outer-lake-end of the dock segment via a removable metal chain that attaches to the end of the dock segment and surrounds the pile. Please refer to the pictures in the supporting documents. Each seasonal extension pile is steel pipe with an 8.625-inch OD and 0.375-inch thick walls; about 16 feet long and weighs about 600 pounds. They are fitted into permanent 10-inch ID steel pipes ("sleeve piles") located below water. The top of each extension pile has a centrally located pick-point ring. The nominal dimensions of the insideopening of the ring are 2-inch wide by 5-inch tall; and the diameter of the steel-ring-bar is 1.5-inch. The distance to the furthest piling is about 80 feet from the shoreline. The winter storage area in the parking lot for the dock segments is about 80 feet from shore. The water depth varies from 4 to 7 feet at the pile locations. There is an underground electric wire between the restroom and the overhead light at the ramp. Other than the overhead light at the ramp, there are no overhead wire lines in the vicinity of the set up location. Contractor is responsible for protecting all facility infrastructure including, but not limited to, the concrete ramp surface, dock abutment and asphalt pavement during project activities and for repairing any damage that may occur. Project Schedule: Autumn Extraction: NHFG personnel will open the pile slot spaces on the dock segments such that each may be floated to clear the extension piles. NHFG personnel will place strapping under and around each dock segment to which the Contractor will attach. Upon securing to the strapping the Contractor will lift and swing each dock segment for delivery to a storage location at the shoreline as directed by the NHFG personnel. The Contractor shall attach to each extension pile and deliver it to shore where NHFG personnel will recover the piles for storage. NHFG personnel will place strapping around the gangway to which the Contractor will attach. NHFG will unbolt the gangway from the on-shore abutment. Upon securing to the strapping the Contractor will lift and swing the gangway for delivery to a storage location at the shoreline as directed by the NHFG personnel. Spring Installation: Extension piles will be staged at the shoreline by NHFG personnel. The Contractor shall attach to each extension pile and set it properly into the sleeve pile. NHFG personnel will be on-site to locate the sleeve piles that receive the extension piles. Subsequently, the dock segments and gangway will be staged near the shoreline by NHFG personnel. NHFG personnel will place strapping under and around each dock segment. The Contractor shall attach to the strapping around each dock segment in turn and set it in the lake adjacent to the piles. The crane operator will work cooperatively with NHFG personnel to successfully float each segment into position such that the extension pile is slipped into the pile slot in the dock deck. Once the pile is within the slot space, NHFG personnel will re-secure the decking to close the slot opening and enclose the pile within the slot. After the dock segments are secured in place, NHFG personnel will place strapping around the gangway. The Contractor shall attach to the strapping and deliver it to the abutment. The crane operator will work cooperatively with NHFG personnel to successfully secure the gangway in the proper orientation and position so that it may be secured to the abutment and rest on the inner dock segment. NHFG will determine the actual dates of pile extraction and installation based on department resources, weather, road weight limits and ice-out conditions. The contractor shall work cooperatively with NHFG to schedule and complete the activity promptly after notification to proceed. The anticipated schedule is as follows: Extraction- During the week of Indigenous Peoples/Columbus Day (October 15 to 18, 2024) Installation- As soon as possible in April or early May 2025, subject to ice-out on Newfound Lake and NHDOT load limits on West Shore Road. Extraction and removal activity shall occur on a weekday between the hours of 8am to 3pm. Activity is anticipated to start in the morning so that the process can be completed in less than one day. NHFG, at its discretion, may choose to close the ramp to public access during the activity. Pre-bid Meeting and Location: No pre-bid meeting is scheduled. The Contractor, at his/her discretion, is responsible for visiting the site to evaluate and understand the conditions that may affect the bid. The site is open daily to the public. To avoid the entrance fee required for access to the park beach, inform the gate attendant that you are going to the boat ramp temporarily to observe the conditions in preparation for submitting your bid. The Google Earth address for Wellington State Park is 614 W. Shore Road, Bristol, NH. The entrance to the park is located about 2.9 miles from the intersection of West Shore Road and Route 3A. (GPS Lat. / Long. Information at the ramp: 43.6428 / 71.7745). Bid Submittal: Please provide: 1. Total LUMP SUM bid to complete both the 2024 extraction and 2025 installation 2. Include the crane-with-operator hourly rate. NHFG will select the Contractor based on the lowest LUMP SUM bid. Payments will be made in two increments. Half the LUMP SUM will be paid after the completed extraction and the balance paid after the completed insertion.
