Renovation of a municipal facility in North Olmsted, Ohio. Conceptual plans call for the renovation of a municipal facility.

The City of North Olmsted is requesting statements of qualifications from qualified and licensed firms to complete an adaptive reuse preservation plan and architectural assessment for the Old Town Hall building located at 5186 Dover Center Road in North Olmsted, OH. The adaptive reuse preservation plan will include design options that would also protect the unique characteristics of the iconic, historic building. We encourage consultants to look creatively at the entire property and to consider a range of options with realistic possibilities for implementation, with a primary objective of main floor utilization that would benefit the City. Recommendations for reuse should be arrived at utilizing an analysis of the space as well as community needs and incorporating material from recently published reports and studies of the building and other available information. Candidates must meet the criteria Secretary of the Interior Professional Qualification Standards for Architectural History as the plans, specifications, and reports must meet the Secretary of the Interior Standards & Guidelines for Archeology & Historic Preservation as required. Section 112 of the National Historic Preservation Act and the Section 106 regulations, at 800.2(a)(1), require agencies responsible for protecting historic properties to ensure that all actions taken by their employees or contractors meet professional standards as determined by the Secretary of the Interior. 1. Assessment of Building. The selected firm will be responsible for evaluating the proposed facility uses within the current conditions of the building. The consultant will be provided with an existing architectural existing conditions report previously provided by a local preservation architect and complement the existing conditions that will impact each reuse scenario through applying their engineering/architectural/code compliance perspective and through referencing previously conducted Town Hall condition studies and reports. The existing reports are: A. John Patrick Picard, Architect, Inc. - Historical Assessment - 2014 B. John Patrick Picard, Architect, Inc. - Structural Existing Condition Report - 2013 C. John Patrick Picard, Architect, Inc. - Renovation and Construction Estimates - 2017 D. Leopardo Construction - Energy Investment Grade Audit- 2023 The consultant will also assess, for the purpose of ascertaining, and provide current information on, any building deficiencies or environmental issues that are not identified in the aforesaid existing reports and may materially affect design/construction/proposed reuses. Recommended reuse scenarios will include any related impacts to parking, pavement and walkways, and ADA-compliance needs. (at present, no funds are budgeting to modification of parking and circulation) 2. Adaptive Reuse Assessment. Analyze the building and property within the context of any issues identified through the aforesaid existing reports and consultant's own assessments, and identify appropriate potential uses and how the existing building and floor space may be best utilized to provide a mix of proposed or potential uses as identified by the selection and steering committee in a functional and logical manner. Design a creative reuse by analyzing the layout, floor space and existing assets of the building and providing adaptive reuse recommendations. The consulting firm shall provide cost estimates related to any remediation of existing deficiencies and improvements that would be required to repurpose the building for the selected reuse scenarios. 3. Project Meetings. The selected consulting firm, as detailed above, shall attend at least two (2) in-person meetings with City of North Olmsted and/or representatives of selection and steering committee and shall be available as needed to discuss the completion of the adaptive reuse preservation plan and assessment with relevant stakeholders. The selected consulting firm shall also provide a rate for its attendance at any additional (beyond the minimum of two) meetings or public functions on a per occasion basis. CONTENTS OF PROPOSAL/STATEMENT OF QUALIFICATIONS 1. Cover letter: Provide a letter of introduction with a brief description of your firm, indicating the primary office location for the performance of this project, the type of firm, areas of specialization, the project lead, and any other staff members that would be involved in the completion of the study. 2. Firm Overview: Provide general information about the history of the firm, overview of qualifications pertinent to this solicitation, demonstration of comparable services for structures and any other information related to the firm's experience with adaptive reuse and preservation plan and assessment work. 3. Key Personnel: Include the resumes/curriculum vitae of personnel to be assigned to the project during the specified project timeline and indicate what role these individuals will assume in the completion of the study. Directly outline how the experience and skills of these individuals and/or sub-consultants would be employed to complete the scope of work outlined herein. 4. Sub-consultants: List and provide qualifications for all sub-consultants proposed to provide services for certifications not available amongst personnel of the principal firm. If no sub-consultants are identified, it will be assumed that none will be used. 5. Contact Information: Include a company name and address, a contact name and title of the principal individual responsible for the solicitation response, appropriate phone numbers, fax numbers, e-mail addresses and website addresses. Identify and provide contact information for any and all sub-consultants that would be involved. 6. Understanding of the Scope of work and Anticipated Plan of Services: Provide the firm's understanding of the scope of work as described herein, and a narrative explaining the firm's anticipated plan of performing its services. 7. Budget: Include an estimated budget for services required for the completion of this study, including a detailed listing of the cost for each activity/task referenced herein, and any other costs (such as travel costs, materials and additional City-requested meetings) that may be required to complete the study. This should include a design fee and any applicable fees. 8. Project Schedule: Provide a project timeline/schedule detailing tasks to be performed and date of completion. The tentative schedule and target milestone dates are as follows (excludes meetings to be scheduled in coordination with the selected firm): June 3, 2024: RFQ is issued on City's Website Jun 12, 2024: RFQ advertised in West Life pursuant to local regulations June 28-July 3, 2024: Pre-submission meeting and site visit July 10, 2024: Submission deadline July 15, 2024: Selection committee to recommend contract. Board of Control meeting: July 22 By August 1: Notice to Proceed October 31, 2024: Preservation Plan Report and Design Options Plans due December 2, 2024: Full Plans and Assessment due 9. References: For your firm and any sub-contractor provide at least three (3) references and brief descriptions of at least three (3) similar projects worked on in the past five (5) years. Describe briefly the types of services provided for each relevant project, the duration of the project and the current status. For each reference project provide the client's name, the name and title of the client's primary contact person, and the contact person's email and phone number. 10. Demonstration of Satisfaction of Minimum Qualifications: If not accomplished in the materials submitted by consultant pursuant to the foregoing sections, provide information clearly demonstrating consultant's satisfaction of the minimum qualifications set forth in Section VIII of this RFQ. Prospective respondents are invited to attend an optional pre-submittal meeting and building walkthrough on June 28, and July 1-3, call to schedule an appointment. This meeting will provide an opportunity for prospective respondents to inspect the facility first hand and become familiar with all the conditions that may affect the performance and cost of the professional services contract provided for under this Request for Qualifications. Respondents should note that all questions regarding this RFQ and the scope of services must be made prior to submission of a statement of qualifications. A list of all substantive inquires received for which the city staff decides, in its discretion, to provide a response will, together with the staff response, be sent in the form of addenda to this RFQ to firms that have received this solicitation via email. A respondent may withdraw a submission any time prior to the final due date and time by written notification from an authorized agent to the contact person identified above. The submission may thereafter be resubmitted, but no later than the final due date and time. Modifications offered in any other manner, oral or written, will not be considered. If a respondent discovers an ambiguity, conflict, discrepancy, omission or other error in this solicitation, the firm should immediately notify the contact person identified above. Notice of such error or omission should be submitted prior to the final due date and time for submissions. Modifications if any, to this RFQ will be made by written addenda to this solicitation issued to consultants as noted above (via email and/or posted on the City of North Olmsted Website). A firm indicates its acceptance of the provisions and conditions enumerated in this solicitation by submitting a proposal. By submitting their qualifications, the firm covenants that the firm will not make any claims for or have any right to damages because of any misinterpretation or misunderstanding of the specifications or because of lack of information. The City of North Olmsted shall not be liable for any cost incurred by the proposer in proposal preparation or in activities related to the review of this solicitation or any interview costs. The committee shall rank all firms and, within 30 days of the submission deadline, commence negotiations of a fee and contract with the top-ranked consultant. If the committee determines, in its sole discretion, that it is unable to negotiate a satisfactory fee and contract, it may discontinue negotiations and commence negotiations with the next ranked consultant, and so on.
