The Board of Public Utilities of the City of Springfield, Missouri, (City Utilities) invites you to submit qualifications for On Call Water Engineering and tank inspection Services as described in this document This is an initial inquiry regarding qualifications to provide professional services NOT a solicitation for bids. Pricing is not requested at this stage and should not be submitted. CU reserves the right to waive informalities and to accept or reject any and all responses submitted. Firms responding assume responsibility for all associated costs. Responses to this Request for Information are due by 1:00 PM (CST) - June 21, 2024. Bidders are strongly encouraged to utilize the Electronic Bid Attachment Tool (EBAT) or Mail/Express Mail options for submittal of a bidding event response. If the hand delivery option is utilized, the person delivering the bidding event response will be required to check in with security in the Main Office lobby (physical address provided above) and request a CU Purchasing representative. Once notified, a CU Purchasing representative will meet the delivery person at the door to take possession of the bidding event response. This process may take several minutes to complete as Purchasing is located in the connecting building (Training Center) which is closed to the public. If the bid response is not physically in the hands of a CU Purchasing representative by the published opening date and time, it will be rejected. Technical Contacts James Okumu Phone: (417) 831-8843 Emal: james.okumu@cityutilities.net Water Engineering Consulting services may consist of a wide variety of services related to the evaluation, planning, and design of Water System facilities and operations. The work involves utilizing Consultants as an extension to City Utilities' staff in and around various City Utilities' Water Utility operations and facilities. Work may involve activities noted below and will be issued as task orders throughout the contract term. The work may include at minimum, request for engineers cost estimates, design services, preliminary engineering reports, hydraulic modeling, MDNR coordination, permit applications, preparation of reports/presentations and environmental reports. Water System facilities include the following: a concrete dam, an earthen dam, four raw water intake pump stations, raw water transmission pipelines, two conventional water treatment plants with filtration and sodium hypochlorite disinfection, pump stations, ground storage tanks, elevated storage tanks, and distribution mains. City Utilities maintains a hydraulic model of the distribution system utilizing InfoWater by Innovyze. Additionally, City Utilities has utilized STELLA simulations in the past to model operations of the Stockton Intake. Consultants may be requested to assist with evaluation, planning, modeling, and design related to source water, pumping, treatment, storage, transmission, distribution, and operations. STORAGE TANK INSPECTION: A specialty service being requested is to inspect, evaluate and make recommendations for the removal of paint, repainting, and structural repairs to the interior and exterior of several elevated and ground level water storage tanks. City Utilities currently owns ten (10) water distribution storage tanks and two (2) clearwells in operation that would be involved in inspection and or rehabilitation program. This engagement will begin with an inspection and evaluation of our Southeast Elevated water storage tank prior to October 30th, 2024. The remaining tanks shall be inspected and rehabilitated on an agreed upon schedule. Qualifications for tank inspection and evaluation should include the following: 1. Inspection and evaluation of the structural integrity of the tanks, including the interior support systems and determine needed repairs. 2. Development of detailed technical specifications for the tank rehabilitation. This includes environmental considerations, recommendations for paint removal, painting, structural repairs or demolition and possible replacement, or any other remedies available. All alternatives should include cost evaluation. 3. Inspection of repair and repainting work for conformance with the contract documents.
