PUBLIC WORKS - BUILDING A IMPROVEMENTS Consisting of: The City of Washougal Public Works (Washougal Public Works) is looking for qualified contractors specializing in existing building renovations to construct the interior improvements located at 2201 C Street in Washougal. The construction includes both interior and exterior improvements which will include, but is not limited to, new offices, break room, restrooms, mechanical systems, electrical systems, lighting, exterior siding, concrete slabs (interior to the building), ceilings, and insulation. This project is financed through Several Funds including American Rescue Plan Act (ARPA). The contract will be subject to regulations of the contractor and will comply with all provisions of Executive Order 11246 of September 24, 1965, and of the rules, regulations, and relevant orders of the Secretary of Labor. As amended (40 U.S.C. 3141-3148). When required by Federal program legislation, all prime construction contracts in excess of $2,000 awarded by non-Federal entities must include a provision for compliance with the Davis-Bacon Act (40 U.S.C. 3141-3144, and 3146-3148) as supplemented by Department of Labor regulations (29 CFR Part 5, Labor Standards Provisions Applicable to Contracts Covering Federally Financed and Assisted Construction). In accordance with the statute, contractors must be required to pay wages to laborers and mechanics at a rate not less than the prevailing wages specified in a wage determination made by the Secretary of Labor. In addition, contractors must be required to pay wages not less than once a week. No bid will be considered unless fully completed in the manner provided in the Instructions to Bidders upon the bid form provided in the Contract Documents and accompanied by a bid bond executed in favor of the Owner in an amount equal to no less than five percent (5%) of the total amount of the bid. Should the successful bidder fail to enter such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Washougal. The Owner reserves the right to reject any or all bids and to waive all informalities. No bidder may withdraw or modify his bid after the hour set for the opening and thereafter until the lapse of thirty (30) days from the bid opening. Attention is called to the minimum wages as set forth in the contract documents. Minimum wages shall be as required by the state wage rates.
