Site work and paving for a road / highway in Memphis, Tennessee. Completed plans call for site work for a road / highway; and for paving for a road / highway.

Scope of Work: to provide all supervision, labor, technical skills, tools, materials, and equipment necessary for the milling and paving repairs, paving of approximately 4,100 excavation patches, and 50 miles of single-lane paving. The Contractor is responsible for set up, operation, and take down of all equipment used during the Work in strict accordance as outlined in the Contract Documents and Specifications.The project scope is to provide all labor, technical skills, tools, materials, and equipment necessary for the milling and paving repairs, paving of approximately 4,100 excavation patches, and 50 miles of single-lane paving. The Contractor is responsible for set up, operation and take down of all equipment used during the execution of Work in strict accordance as outlined in the Contract Documents and Specifications. The Contract is separated into three sections: 1. Excavation Patches 2. Single Lane Paving 3. MLGW Office/Facility Locations The Contract will be awarded in two (2) parts: Sections 1 and 3 will be bid on and awarded to one (1) Contractor. Section 2 will be bid on and awarded by itself to one (1) Contractor. Individual contracts will be awarded for (Sections 1 and 3) and Section 2 for a total of two (2) total contracts. Contractors must bid on all areas but will only be awarded one (1) contract out of the two (2) total available contracts. Failure to provide pricing for all three (3) sections of this contract will deem your bid non-compliant and you will no longer be considered for award. MLGW reserves the right to award section(s) based on MLGW's operational needs. Contractors (including contractors participating in a joint venture) who have been terminated by MLGW within the last three (3) years for breach of contract and/or failure to perform a contract for milling and/or asphalt paving services will not be eligible for bid and consideration of award for this proposed MLGW Master Paving Program Contract. MLGW reserves the right to reject the bid of any bidder who is not qualified or ineligible. Questions about this Sealed Bid must be submitted to MLGW in writing via email to tyates@mlgw.org with "Contract No. 12512 - Written Inquiry" in the subject line by no later than 4:00 PM CST on Monday, June 24, 2024. MLGW reserves the right to reject bids, to waive Minor Irregularities in the bids received, and to accept any bid or portion of the bid, which MLGW, in MLGW's sole discretion, deems most favorable to the interest of MLGW. Before the execution of this Contract, the successful Bidder shall be required to furnish a Performance Bond in an amount equal to 100% of the bid price or such lesser amount as determined at the sole discretion of MLGW. The bond shall be made upon the form in this packet and shall be made a part of the Contract. The surety company shall be acceptable to MLGW. Before the execution of the contract, the successful Bidder shall furnish, pursuant to Tennessee Code Annotated 12-4-201, a Contractor's Labor and Materials Payment Bond in a determined sum of no less than 25% of the bid price. The bond shall be made upon the form provided by MLGW in this packet and shall be made part of the Contract Documents. Such surety shall be acceptable to MLGW. All contract bonds shall be written through a surety company duly authorized to do business in Tennessee. All bidders must be licensed Contractors as required by Title 62, Chapter 6, of the Tennessee Code Annotated. The following information must be completed on the outside of the preprinted Bidder's Envelope: Bidder's name, Bidder's license number, expiration date, Bidder's Contractor Classification, and that part of the classification applying to the bid (e.g., electrical, plumbing, heating, ventilation, and air conditioning). If the preceding information is not completed, the bid shall not be opened or considered by MLGW. The Tennessee Contractor's Classification required for this project shall be one of the following or any Tennessee-approved contractor's license applicable to this project: HRA; MU; E. If a State of Tennessee Contractor's license is required, the Contractor's license monetary limits must meet or exceed the Contractor's bid price. MLGW shall give Local Bidding Preference or Local Bidding Presence in the awarding of contracts and making purchases whenever applying such a preference is reasonable considering the dollar value of the bids received to such expenditures. For Local Bidding Preference or Local Bidding Presence to be used in evaluating bids, all documentation as required in the Local Bidding Preference or Local Bidding Presence Policy must be submitted with the Bid, Bid Bond, and Bidder's qualifications; provided, however, that the preference established in no way limits MLGW's right to make awards based on applying the MLGW Supplier Diversity Policy. MLGW is subject to the Tennessee Public Records Act. Your bid may be examined by the public after it has been evaluated by MLGW and an award has been made. This project is exempt from the mandatory contractor's licensing requirements if the bid amount is under $25,000. No bidder may withdraw a bid for a period of 120 days after the date and hour set for the opening of bids. If the bid amount is under $25,000, the phrase "Exempt from licensing requirement" must appear in the Tennessee License number space on the preprinted bid envelope provided. However, other required information (e.g., Project title, contractor's company name, contractor's address, and bid due date) must be completed. ***Bid Event: If you bring your bid to MLGW, please allow 30 minutes before 4:00 PM CDT/CST for MLGW security clearance and delivery of bids to the Contracts Management Department. The official time of receipt will be established in the Contracts Management Department and not at the main floor security desk. Supplier Diversity Goal 20% This Contract is for a term of one (1) year from the date of the Notice to Proceed with an option of two (2) annual renewals.
