Items of Construction are: Base Bid: Erosion Control, 3 Type "M" 2' x 4' Inlets, 60 L.F. 15" Dia. SLCPP, Reconstruction of 2600 S.Y. of Borough Streets, and adjust utilities to grade. A bid bond in the form furnished in the contract documents or a certified check naming as obligee or payee Felton Borough in the amount of five (5%) percent of the total bid must accompany the sealed bid. The successful bidder will be required to furnish a performance and a payment bond each in the amount of one hundred percent (100%) of the contract price. Bidders should refer to federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and the preservation of public and natural resources pursuant to PA Act No. 1972-247. Contractor must be prequalified by ONLINE unless ONLINE has waived prequalification. Felton Borough reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted to waive any informalities and bids received, but any contract awarded will be to the lowest responsible bidder. No bid may be withdrawn by the bidder for sixty (60) days after the scheduled closing time for receipt of bids. All questions about the meaning or intent of the Bidding Documents are to be directed to Engineer. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than ten days prior to the date for opening of Bids may not be answered. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect
