Island County is requesting proposals from qualified firms to develop a comprehensive report outlining innovative wastewater solutions to accommodate supportive housing in unincorporated Island County. This study will build on past analysis of innovative solutions. Island County is seeking innovative alternatives to single family onsite septic systems, with a focus on wastewater solutions that expand supportive housing developments and advance environmental health justice. This includes expanding legislative, financial, and regulatory approaches to support large onsite septic systems and other multi-family systems by outlining obstacles, identifying opportunities, and making recommendations for improvement. a. Develop project timeline and project charter, as well as finance plan. b. Oversee all aspects of the project while closely coordinating with Island County Public Health. Project Budget: Island County has a budget of $147,930 allocated between January 1, 2024 - June 30, 2025, to support consultant work on this project. Island County in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.
