Award Date June 21, 2024 Virginia Housing reserves the right to cancel and terminate this contract, in part or in whole, without penalty, upon 30 days' written notice to the Contractor. If Virginia Housing has suffered a loss resulting from the wrongful or criminal activity of an employee of the Contractor, Virginia Housing need only provide 5 days' written notice to the Contractor to exercise its rights to terminate this contract. ASPHALT SEALCOATING AND RESTRIPING FOR VHC: Virginia Housing is seeking quotes for asphalt crack sealing, sealcoating, and parking striping for the “Virginia Housing Center” (VHC) located at 4224 Cox Rd, Glen Allen, VA 23060. II. SCOPE OF WORK FOR CONTRACTOR IS AS FOLLOWS: 1. Remove vegetation from any cracks and along the edge of asphalt surface and apply a total vegetation control herbicide at specified label rates for control under asphalt surfaces. 2. Thoroughly clean asphalt with a high-power blower and hand wire broom as necessary. 3. Prep any petroleum spots with a suitable primer compatible with the sealcoating product. 4. Seal cracks with a product that is suitable for crack size and compatible with sealcoating product. 5. Sealcoat (two applications at a rate of 0.11 – 0.13 gallon/yd²) with a Coal Tar Pitch Emulsion (CTPE) sealer that meets or exceeds RP 355e and ASTM D5727 specifications and standards. Please include CTPE sealer specifications in your quote. 6. Work must be scheduled with the Virginia Housing Maintenance staff (normal work hours at the location are 7:00am – 5:00pm, Monday through Friday). Work will require phased approach to provide at all times a parking area no smaller than 12 standard sized parking spaces. 7. Cleaning or maintenance performed on the job site of equipment used during the completion of any job must be done in a manner as to prevent runoff, and possible contamination of soil or drainage areas, waterways, and estuaries. 8. Restripe existing parking spaces with Hotline traffic marking paint white using the existing parking grid dimensions. 9. Restripe existing handicap spaces, universal symbol of accessibility, and ADA access ways with Hotline traffic paint blue. All markings will adhere to the ADA Standards for Accessible Design (28 CFR Part 36). 10. Restripe existing hazard striping with Hotline traffic marking paint yellow. 11. Repaint existing lane indicator arrows and crosswalk with Hotline traffic marking paint white. 12. Repaint existing curb markings and stencils, if any. III. Special Conditions: Although Coal Tar Pitch Emulsion is specified in the above scope of work, sealcoating products of comparable quality and durability without the toxicity of CTPE products may be acceptable for job quote. Bidder must specify this product change in your quote and supply the alternate product specifications. 1. Bidder must be responsible for the safety of the public and vehicles while performing work. 2. Bidder must be responsible for maintaining an entrance and exit way while allowing the proper cure time for the sealcoating. 3. Bidder must be responsible for closing off parking lot and directing traffic into the overflow parking. 4. Bidder must be responsible for keeping work area safe and secure. 5. Bidder must be responsible for removing all job-related trash and debris from the work area daily. 6. Bidder must be responsible for damage to utilities and manmade structures. 7. Bidder must follow all applicable City, County, State and Federal codes and regulations, as well as proper safety requirements. 8. Bidder must attend a mandatory site visit at the date and time on cover sheet. 9. Bidder must submit a fixed price for the work described in the quote.
