The City of Deerfield Beach is soliciting sealed responses from qualified vendors for the CDBG Sidewalk Project in accordance with the terms, conditions, scope of work, drawings and technical specifications of the above mentioned Invitation to Bid Construction. Questions and Answers: The City provides a specified time for Vendors to ask questions and seek clarification regarding the requirements of the solicitation. All questions or clarification inquiries must be submitted through eProcurment Marketplace by the date and time referenced in the solicitation document (including any addenda). The City will respond to all questions via eProcurement. Licensing Requirements: The Vendor must possess Florida State General Contractor's license or current certificate of competency issued by Broward County Examining Board having jurisdiction over licensing of Contractors in the type of work involved in this contract. Refer to Qualification of Bidders for additional information. Bid Guaranty: Each submittal shall be accompanied by a bid guaranty, or other acceptable alternative, in an amount equal to five percent (5%) of the bid amount (Refer to Bid Guaranty, Performance and Payment Guaranties, and Qualifications of Surety Requirements). The City of Deerfield Beach is exempt from Federal and State Taxes for tangible personal property tax. The City of Deerfield Beach reserves the right to accept or reject any or all Bids, in whole or in part, with or without cause, to waive any irregularities and/or technicalities, and to award the contract on such coverage and terms it deems will best serve the interests of the City. The work for the Base Bid items shall be substantially completed within One Hundred Fifty (150) calendar days and shall be finally completed within One Hundred Eighty (180) calendar days of the City issuance of the Notice to Proceed Question Deadline 07/03/2024 at 5:00 PM ET SCOPE OF WORK 1. General a. The City of Deerfield Beach, Florida (City) invites qualified and experienced Contractors to submit bids for the construction services of the CDBG Sidewalk Improvements Project. The work to be performed in this Invitation to Bid (ITB) is Federally funded. The Successful Bidder shall comply with all the regulations and requirements of the funding authority which shall supersede all other requirements in case of conflict. b. The base bid consists of the installation of sidewalk in the Alwood Homes and Arlington Park neighborhoods. Work shall include but not be limited to clearing, grubbing, grading, earthwork, import and/or export of fill, forming, compacting, placing concrete, finishing concrete, sodding, etc. and all else necessary for a complete and functional project that meets or exceeds all requirements of the City of Deerfield Beach. c. Pursuant to the installation of the improvements located in the public Right-of Way, including landscaping, driveways, pavement, curbing, sidewalks, fences and other miscellaneous items, shall be restored to their original condition or better. d. Working Hours shall be between 7 am to 7 pm Monday thru Friday unless otherwise approved by the CITY. e. The Construction Improvements are indicated on the Plans, Details, Specifications and Contract Documents for this project. 2. Work Description Civil work includes, but is not limited to; mobilization demobilization, maintenance of traffic, utility locations, site clearing, tree removal/relocation, earthwork, grading, compacting, testing for the installation and replacement of sidewalk in the City.
