Prequalification is required annually. Prequalified contractors who wish to renew their prequalification must submit a complete "Contractor's Prequalification Statement" by July 1 of each calendar year. Bidders who are not currently prequalified must submit a complete "Contractor's Prequalification Statement" at least 10 business days prior to the date of the bid opening. Information is available from the Construction Services Division of the North Dakota Department of Transportation. A bid guarantee is required by Section 24-02-20, NDCC. The bid guarantee may be a bid bond equal to 10 percent of the full amount of the bid or a cashier's check of the bidder on a solvent bank equal to 5 percent of the bid. Bid bond shall be on the department form SFN 14196. Prior arrangements may be made with the department to file bid guarantees in advance. The right is reserved to reject any and all proposals, to waive technicalities, or to accept such as may be determined to be for the best interests of the state. NDDOT - 23520 - Structure Repairs, PCC Pavement, Expansion Joint, and Guardrail - I-94 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. This Special Provision details technological items that are prohibited from use on Department contracts. The contents of this SP take precedent over requirements regarding affected equipment in all other contract documents. This Special Provision modifies the NDDOT Standard Specifications to allow for the use of electronic haul tickets (E-Tickets) when delivering material. If E-Tickets are utilized the Engineer and Contractor each have the right to revert to the use of paper tickets upon providing a written notice to the other party. This work consists of repairing all areas designated in the plans as pack rust repair areas including bearings, channels, plates, X-brace plates, and tie plates that have been deformed by pack rust (rust build-up) and at other locations directed by the Engineer in accordance with the repair procedure described herein. The steel's surface will be prepared and repainted with a primer topcoat according to the requirements of this Special Provision. The existing steel is painted with a lead-based paint. The lead may be in concentrations high enough to produce hazardous waste during and after removal. During surface preparation operations, high concentrations of airborne particulate will occur. Refer to OSHA regulations to determine the degree of worker protection required. This special provision describes providing, repositioning, operating, maintaining, monitoring, calibrating, testing, and removing a Queue Detection System (QDS) capable of measuring vehicular speeds at downstream sections of roadway and displaying information on Portable Changeable Message Signs (PCMS) at upstream locations. This special provision incorporates labor rates from the US Department of Labor, the North Dakota DOT (NDDOT), and the Minnesota DOT (MNDOT). All payroll forms and related Statements of Compliance must be submitted to the NDDOT, using the format required by NDDOT. Should a wage dispute arise on the Minnesota portion of the project, the contractor will be asked to provide the additional information required under the MNDOT's labor compliance program.
