The scope of work includes, but is not limited to surveying, investigating, and evaluating options for a new SOC with a Study, and then when an option is selected to move to design and construction. The intent of the study is to identify multiple options available to PEMA for design and construction of a Special Operations Center (SOC) collocated near the current HQ building on Elmerton Avenue in Harrisburg. The study will perform due diligence and provide advantages and disadvantages of multiple options. The budget and schedule of the SOC design and construction project will be validated as part of the study. When the budget is determined and validated, the budget will need to be used to obtain legislation to fund the design and construction of the project. Following the conclusion of the study, the Department intends to continue directly into the design phase of improvement project(s). The Department may retain the same professional who will perform this study. Subsequent improvement project(s) will include Small Diverse Business (SDB) and Veteran Business Enterprise (VBE) participation requirements & will be established by the Department following the study conclusion. The Professional is encouraged to retain SDB/VBE consultants who can continue into the design phase.
