Site work and paving for a road / highway in Irvine, California. Working plans call for site work for a road / highway; and for paving for a road / highway.

Bid is Rejected. Harvard Avenue and Michelson Drive Intersection Improvements. LOCATION OF THE WORK: The work to be performed hereunder is located in the City of Irvine, County of Orange, at the Harvard Avenue and Michelson Drive Intersection. Any Contractor and/or subcontractor proposing to perform this specialty work must possess a valid Class C-10 license prior to award of contract. Persons performing the work of an electrician shall be certified in accordance with California Labor Code Section 3099. Liquidated damages shall be Five Thousand Two Hundred Dollars ($5,200) per Calendar Day, for each and every Calendar Days delay in finishing the work, in excess of the number of Working Days prescribed above. If all Work except plant establishment or permanent erosion establishment is completed and the total number of working days have expired, liquidated damages will be assessed at no more than Nine Hundred Fifty ($950) per Calendar Day. In no case will liquidated damages be assessed more than Five Thousand Two Hundred Dollars ($5,200) per day. Bidders with the three lowest responsive bids shall deliver an original hard copy of the certified check, cashier's check or surety bond to the Purchasing Representative at 1 Civic Center Plaza, Irvine, CA 92606 within Five (5) business days of the bid opening date. Failure to submit the original check or bidder's bond may result in the bid being declared non-responsive. The Performance and Payment Bonds shall be not less than one hundred percent (100%) of the total amount of the bid price named in the contract. Additionally, all contractors and subcontractors who plan to bid on public works projects involving maintenance work with a value exceeding $15,000.00 must first be registered and pay an annual fee with the DIR. The CITY requires all contractors and subcontractors to be registered with the DIR prior to submitting a bid meeting these parameters. Subject to the exceptions set forth in Labor Code Section 1725.5, bids from contractors that are not currently registered will be deemed nonresponsive. Further, the CITY will not award a contract to and no contractor or subcontractor will be allowed to work on a CITY public works project meeting these parameters unless they are registered with the DIR pursuant to Labor Code Section 1725.5. Bid Bond 10.00% Payment Bond 100.00% Performance Bond 100.00% Scope of Services The work to be performed shall include, but not be limited to: Widening Harvard Avenue to accommodate a second westbound left turn lane; Removal of the raised island and free right-turn lane at the southwest corner of the intersection; Extension of the southbound left turn lane and southbound right turn lane along Harvard Avenue; Installation of a new Class II Bike Lane; Installation of a new 10-foot wide shared path for bikes and pedestrians on Michelson; Installation of a 3-foot painted buffer between the Class II Bike Lane and the travel lane along Michelson Drive; Installation of Midwest Guardrail Systems and Filterra Biofiltration Systems; Replacement of landscape and irrigation; Removal and replacement of trees; Relocation of storm drain systems; Cold milling, removing, and replacing AC pavement; Adjusting valve covers and manhole covers to grade; Modifying curb ramps; Removing and replacing damaged concrete curb, gutter and sidewalk, and other items not mentioned here, but as required by the Plans and Special Provisions. A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. The award of the Contract, if it is awarded, will be to the lowest responsive and responsible Bidder whose bid complies with all the requirements prescribed.
