Questions Due Date: 17 July 2024 / 2PM Mountain Time FAR Magnitude: $1M - $5M NAICS: 237310 SIZE STD: $45.0 M SET-ASIDE: Total Small Business Site Visit: 10 July 2024 / 9AM Local Time (See clause instructions below / FAR 52.236-27) GAOA Haekel Road Repavin The intent of the contract is to provide for the construction and completion of the work described. The precise details of performing the work are not described, except as considered essential for the successful completion of the work. Furnish labor, material, equipment, tools, transportation, and supplies necessary to complete the work according to the contract. All items and labor incidental to completing the work are to be included in the bid prices as shown on the Bid Schedule and will not be paid for separately. Estimates of quantities are provided for comparison to the Contractors estimates only and are to be fully verified by the Contractor. Project Identification: Haekel Road Repaving Project Location: Start of Haekel Road project is located approximately 10 miles East of Safford, AZ then proceeding south for the 15.5 miles along Haekel Road. Summary of the Work: This project includes road and pavement rehabilitation of Haekel road where new pavement ends at low water crossing. Low water crossing approximate Lat./Long is 32.6240472, -109.5086361. The project consists of rehabilitation of a total of approximately 15.5 miles, approx. 181,867 sy of double chip seal and approx. 525 sy of Hot Mix Asphalt of Haekel Road, Safford, Arizona. Starting at low flow previously mentioned and going North 15.5 miles towards US-191/Hwy 70 E near Safford, Arizona. The road construction includes but is not limited to 6 -inch pulverizing of existing pavement in place, finish grading and compaction. Asphalt paving is the application of a Type 2B double chip seal (1st layer penetrating asphalt chip, 2nd layer nominal asphalt chip) with uncoated chips, a final fog seal and roadway markings. All patch work on first chipseal layer, if needed, must be completed and approved by COR or PI before starting second chipseal layer. Existing roadway is a double chip seal road. Construction water will be available for construction use on project from a well. If construction water well is used, contractor is responsible for temporary minimum 7500-watt generator to power well. Contractor is responsible for bringing temporary storage tank, and all necessary plumbing/hoses to move water from well to tank and tank to water trucks during project duration. Contractor is responsible for all water transportation. Construction well location: Lat: 32.705521, Long: -109.500344. Survey and staking as well as compaction testing and sampling all materials is required and contractor's responsibility to engage third party testing agency. Survey and staking to ensure entire double chip seal and hot mix asphalt sections are completed, ensure a cross slope of 2%-5% is achieved, and ensure proper drainage of roadway is provided. Contractor to submit traffic control plan. Contractor to provide submittals for all products used. Existing low flow crossings and cattle guards are to remain. Double chip seal will go to low flow crossings and cattle guards, then pick up on other side of low flow crossings and cattle guards. Contractor to ensure brush, weeds, and other debris from road shoulder does not mix with pulverized material. Oils to be used for double chip seal placement are CRS-2P penetration for first layer and CRS-2hP penetration for second layer. Existing chip seal roadway 20 feet wide. Striping consists of white stop bar at stop sign near U.S. Route 191 and 2 yellow lines from stop bar to cattle guard approximately 150 feet South of stop bar. A white paint edge line on both edges of roadway for the entire length of the project (chip seal and HMA sections). Hot-mix asphalt to be placed at entrance to Haekel Road off U.S. Route 191. Approximately 525 sy total to include roadway and turning radius'. Asphalt to be a depth of 4". Asphalt to extend from U.S. Route 191 to existing cattle guard. Existing asphalt roadway width is 24 feet. Contractor to survey area to ensure existing layout will remain with new asphalt to include the turning radius for both sides of the road. Asphalt to have no voids/aggregate popping out and sealed on top. Crack seal where new hot-mix asphalt meets U.S. Route 191 and cattle guard. Replace existing reflective raised pavement markers with new in the middle of hot mix asphalt section. Follow DOT regulations for placements. Existing is approximately 30 feet apart. Contractor's responsibility to obtain any/all required permits from any agency to include encroachment permit for US-191/Hwy 70 E. Approximate Lat/Longs: Start of double chip seal: 32.6240472 -109.5086361 End of double chip: 32.8044306 -109.5800722 Start of Hot Mix Asphalt: 32.8044556 -109.5800611 End of Hot Mix Asphalt: 32.8048833 -109.5797806 Period of Performance: Follow the requirements of FAR Clause 52.211-10, Commencement, Prosecution, and Completion of Work. Local conditions (weather conditions, road conditions, etc.) that may affect work are included in the performance period. Construction shall commence upon the Contractor's verification that specified weather limitations have been met, with an approximate start date of April 1, 2025. Contractor shall coordinate work activities with the COR/CO in advance of beginning work. The contractor shall provide 14 days' notice prior to start of construction. All other required notifications will be given at least 48 hours in advance of beginning work. Project Site Conditions: A. General: Contractor shall have access to the immediate work area and facilities as needed to complete the work. B. Work Hours: Contractor shall work normal daylight hours between 7 am to 7 pm. Workdays are Monday through Friday. Weekend and holiday work require CO permission. Any deviation of work hours to accommodate work required may be requested through the CO. C. Environmental Considerations: The Contractor shall, to the extent feasible, keep the overall worksite clean and clutter free. The Contractor shall clean-up all litter and discarded material generated by the construction process and dispose of it at an approved sanitary landfill or other location and manner approved by the Government. D. Incidental Operations: Land administered by the Government may be used by the Contractor for incidental operations such as materials storage, project office, and equipment parking. These areas shall be approved in advance by the Government. Environmental considerations of the preceding paragraphs will apply. E. Protection of Existing Improvements and Natural features: Contractors shall protect existing improvements at the site and repair any damage that occurs due to site work at Contractors expense, this includes the structural improvements and the access roads. Contractor shall also protect the surrounding natural features outside the limits of work. Performance of Work: All work shall be conducted in a safe and expedient manner. When applicable, traffic control shall be in accordance with standards set forth in the most current edition of the Manual on Uniform Traffic Control Devices (MUTCD). All work shall be conducted by personnel fully qualified to perform the tasks assigned and shall be supervised by a designated Contractor's Representative. A pre-work meeting will be conducted for each task to agree upon limits of work and methods. Equipment: All equipment shall be in good repair, and capable of accomplishing assigned tasks in a safe and acceptable manner. Where applicable, all equipment shall be fitted with approved spark arrestors. All equipment shall be cleaned of earthen and vegetative materials that may contain weed seed prior to delivery onto Public Lands, equipment inspection may be required. Equipment and Materials Storage & Staging: The Contracting Officer's Representative (COR) shall designate areas on the BLM that will be made available for storage of equipment and/or materials during active construction and/or maintenance periods. The Contractor shall be responsible for protection of items stored on Government property and shall ensure adequate safety measures are maintained at such sites. Road Closures: Public to have access to Hot Well Dunes at all times. Access is available from opposite side of Haekel Road of Fan Road. Public will need to be notified through signage of road closures. Contractor to submit traffic control plan showing signage to be used and location of posted signs to maintain safety for the general public as well as workers. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
