The work consists of the following major items: 1. Construction of a 2.16 MGD WTP housing PFAS filter vessels at the Chestnut Street site. The new building is to be approximately 3,872 square feet constructed of masonry walls, steel framed, precast plank roof, and is inclusive of process, HVAC plumbing, electrical instrumentation, and SCADA. 2. Modified and new site piping, site work for drainage, water, sewer, gas, electrical and all site/civil surface finishes. 3. Related work to integrate the new building with the existing WTP facility including but not limited to piping, masonry, chemical feed, electrical and SCADA, as well as all associated appurtenances. Sub-Bids with the required Bid deposit will be received for the following items of work: Subtrades Masonry Roofing and Flashing Metal Windows Plumbing Electrical Miscellaneous Metals and Ornamental Iron Waterproofing, Damp-Proofing and Caulking Painting Heating, Ventilation, and Air Conditioning The Work will be substantially completed within 550 calendar days from the date of the Notice to Proceed and completed and ready for final payment in accordance with paragraph 15.06 of the General Conditions within 610 calendar days from the date of the Notice to Proceed. A bid deposit of 5% shall be furnished in accordance with the Instructions to Bidders. Disadvantaged Business Enterprise (DBE) goals are applicable to the total dollars paid to the construction contract. The goals for this project are a minimum of 4.2 percent D/MBE participation and 4.5 percent D/WBE participation by certified DBEs. The two low bidders shall submit completed DBE forms (EEO-DEP-190C EEO-DEP-191C, and the DBE Certification of the United States Citizenship form) by the close of business on the third business day after bid opening. Failure to comply with the requirements of this paragraph may be deemed to render a proposal non-responsive. No waiver of any provision of this section will be granted unless approved by the Massachusetts Department of Environmental Protection (MassDEP). The Town of Foxborough reserves the right to reject any and all bids, any part thereof in response to this Advertisement for Bids, waive any informality, or take any other action as the Awarding Authority may deem to be in its best interest.
