Site work and paving for a civil project in Meadville, Pennsylvania. Completed plans call for site work for a bridge / tunnel; water / sewer project; road / highway; and for paving for a road / highway.

The contract covers the Shadow Oaks Drive entrance improvements including removal of existing asphalt and concrete pavement, removal of existing culvert pipe, construction of a new catch basin, culvert pipe, flared end section, lawn restoration, and placement of online Superpave 19.0mm binder course and online Super pave 9.5mm wearing course, and the milling and placement of online Superpave 9.5mm wearing course overlay on French Street and West Poplar Street. The contract work shall include surface preparation, prime coat, tack coat, joint, edge, and centerline sealing, and all appurtenances necessary to provide a complete and finished project. A sixty-day bid hold period applies, and ten percent bid security is required. The successful Bidder/Contractor shall be required to furnish performance and payment bonds, each in the amount equal to one hundred percent (100%) of the Contract Price. A. General Construction Contract (12510-2024-02-G) The scope of work covered under the General Construction Contract includes all Work necessary to fully complete the General Construction as shown on the Contract Drawings and as described in the Project Manual. The Work shall be performed in a safe and efficient manner and interruption of the use of adjacent properties shall be kept to a minimum. The Work shall include the furnishing of all materials (except the OWNER provided dock system as defined in the Project Manual), labor, tools, equipment, and appurtenant items necessary to provide a complete and finished project as defined and described in the Project Manual and shown on the Contract Drawings. Plumbing and Electrical Construction will be performed under separate contracts. The General Construction Contract Work shall include, but not be limited to, the following: 1. Procure CONTRACTOR furnished materials necessary for proper installation of the OWNER provided dock system including, but not limited to, gangway security fence components, slip identification plates, life rings, fire extinguishers, life ring and fire extinguisher support components, and pile cap cover. 2. Mobilization of appropriate labor, tools, equipment, etc. to the project site to effectively and safely complete the project. Mobilization to the site shall be no sooner than November 1, 2024. 3. Implementation and maintenance of erosion and sedimentation control practices in accordance with approved permits and associated plan requirements and as necessary to prevent erosion and sedimentation resulting from the work activities. 4. Receipt of furnished material schedule of OWNER furnished material is scheduled as follows: o November 1, 2024 - 8' Wide Main Connector, Gangway, and 6' Wide Branch Feeder Dock E o November 11, 2024 - 6' Wide Branch Feeder Dock D o November 18, 2024 - 6' Wide Branch Feeder Dock C and 3' Wide Slip/Finger Docks for Branch Feeder Dock E o December 25, 2024 - 6' Wide Branch Feeder Dock B and 3' Wide Slip/Finger Docks for Branch Feeder Dock D o December 2, 2024 - 6' Wide Brance Feeder Dock A and 3' Wide Slip/Finger Dock for Brance Feeder Dock C o December 9, 2024 - 3' Wide Slip/Finger Dock for Branch Feeder Dock B and 3' Wide Slip/Finger Dock for Branch Feeder Dock A 5. Performance of all work to complete removal of the existing 252 slip floating dock system and spud anchoring system including, but not limited to, the existing security gate, gangway, anchoring system, and all utility components within the gangway and floating dock system. The CONTRACTOR shall carefully remove the existing gangway and selected dock sections identified by the ENGINEER, and deliver and carefully stage said dock system components to off-site property of the OWNER. The delivery and staging location shall be located within a 1.0 mile radius of the Lampe Marina parking area. 6. All construction necessary to provide a fully completed project in accordance with the Contract Drawings and Project Manual, and suitable for safe public use including, but not limited to, installation of gangway, floating dock system, pile driving, slip number identification plates, life ring and fire extinguishers with steel supports, pile anchoring system, reinstallation of security gate components, additional gangway security fencing, etc. 7. Coordinate General Construction Work with the Work being performed by the Electrical and Plumbing Contractors to ensure efficient project construction. 8. Cleanup and restoration of any disturbed areas. B. Electrical Construction Contract (12510-2024-02-E) The scope of work covered under the Electrical Construction Contract includes all Work necessary to fully complete the Electrical Construction as shown on the Contract Drawings and as described in the Project Manual. The Work shall be performed in a safe and efficient manner and interruption of the use of adjacent properties shall be kept to a minimum. The Work shall include the furnishing of all materials (except the OWNER provided dock system as defined in the Project Manual), labor, tools, equipment, and appurtenant items necessary to provide a complete and finished project as defined and described in the Project Manual and shown on the Contract Drawings. General and Plumbing Construction will be performed under separate contracts. The Electrical Construction Contract Work shall include, but not be limited to, the following: 1. Procure CONTRACTOR furnished materials necessary for Electrical Construction Work including, but not limited to, electrical panels, equipment mounting board, pipe bollards, conduit, conduit supports and protective materials, conductors, pull boxes, dock pedestals, dock light fixtures, and all other CONTRACTOR furnished material necessary to provide a fully complete and finished project. 2. Mobilization of appropriate labor, tools, equipment, etc. to the project site to efficiently and safely complete the project. Mobilization to the site shall be no sooner than November 1, 2024. 3. Disconnect all electrical power to the existing dock system to allow removal of the existing dock system by the General Contractor. 4. Performance of all work to complete removal of existing electrical components from the existing gangway to the existing adjacent subsurface Quazite box as shown on Drawing No. E1.1. This includes conduit, conductors, splice box adjacent to security gate, and security gate controls. As part of the Electrical Construction Contract Bid, the Electrical Contractor is not responsible for removal and disposal of the existing power pedestal components. Removal and potential temporary reinstallation will be addressed in the Electrical Construction Contract Unit Price Work. 5. All construction necessary to provide a fully completed project, in accordance with the Contract Drawings and Project Manual and suitable for safe public use including, but not limited to, coordination with Penelec for connection into the existing transformer, open trench and horizontal directional drill as required, complete construction of all materials, reinstallation of existing security gate controls, asphalt restoration, pavement striping restoration, site restoration, and all appurtenances necessary to provide a fully complete and finished project. 6. Coordinate Electrical Construction Work with General and Plumbing Contractors to ensure efficient project construction. 7. Cleanup and restoration of any disturbed areas. C. Electrical Construction Contract Unit Price Work 1. Unit Price for Removal and Temporary Storage of Electrical Slip Service Pedestals The Unit Price shall include removal and safe, secured storage of each existing electrical slip service pedestal until such time that may be needed for temporary reinstallation. The Unit Price shall include all materials, tools, and appurtenant items necessary to provide proper removal and temporary storage of each pedestal. 2. Unit Price for Temporary Reinstallation of Electrical Slip Services Pedestals The Unit Price shall include the temporary reinstallation of the existing service pedestals to ensure electrical service is made available to the slip users. The Unit Price shall include the furnishing of all materials, tools, equipment, and appurtenant items necessary to provide complete and properly functional electrical services. The Unit Price shall include the removal of all temporary installations once the new slip service pedestals arrive for installation. The new pedestals fixture and installation costs are to be included in the Base Bid. D. Plumbing Construction Contract (12510-2024-02-P) The scope of work covered under the Plumbing Construction Contract includes all Work necessary to fully complete the Plumbing Construction as shown on the Contract Drawings and as described in the Project Manual. The Work shall be performed in a safe and efficient manner and interruption of the use of adjacent properties shall be kept to a minimum. The Work shall include the furnishing of all materials (except the OWNER provided dock system as defined in the Project Manual), labor, tools, equipment, and appurtenant items necessary to provide a complete and finished project as defined and described in the Project Manual and shown on the Contract Drawings. General and Electrical Construction will be performed under separate contracts. The Plumbing Construction Contract Work shall include, but not be limited to, the following: 1. Procure CONTRACTOR furnished materials necessary for proper installation of the Plumbing Construction Work including, but not limited to, proposed waterline, waterline connection, drain valve materials, and all other CONTRACTOR furnished material required for a fully complete and finished project. 2. Mobilization of appropriate labor, tools, equipment, etc. to the project site to efficiently and safely complete the project. Mobilization to the site shall be no sooner than November 1, 2024. 3. Disconnect water service to the existing dock system to allow removal of the existing dock system by the General Contractor. 4. 4. All construction necessary to provide a fully completed project, in accordance with the Contract Drawings and Project Manual and suitable for safe public use including, but not limited to, construction of waterlines, waterline supports, fitting connections, valves, and connection to proposed utility pedestals. 5. Coordinate Plumbing Construction Work with General and Electrical Contractors to ensure efficient project construction. 6. Cleanup and restoration of any disturbed areas. All Work shall be performed in accordance with the terms, conditions, and requirements set forth in the Contract Documents.
