The maintenance project consists of the decanting and removal of accumulated sludge from two (2) 150,000-gallon settlement ponds. The ponds are to be emptied and cleaned to the synthetic liner. The removed material shall be disposed of in a legal manner, either to be dewatered and deposited upon land currently permitted by the SCGA consistent with conditions outlined in their General Permit for the Disposal of Residual Waste or transported to an authorized residual waste processing and/or disposal facility. Other legal disposal methods may be considered for approval by the SCGA. Pond cleaning activities to begin immediately upon issuance of the Notice to Proceed. A certified check or bank draft, payable to the order of the Somerset County General Authority, or negotiable U.S. Government Bond (at par value), or a satisfactory Bid Bond executed by the Bidder and an acceptable Surety, in an amount equal to ten percent (10%) of the total of the Bid shall be submitted with each Bid. Addenda, and or clarifications if any, will be issued to only those bidders whose name and address are on record as having obtained the contract documents and attended the mandatory pre-bid meeting. The Owner reserves the right to reject any or all bids or to waive any informality in the bidding. Bids may be held by the Owner for a period not to exceed 60 days from the date of opening of bids for the purpose of reviewing the bids and investigating the qualifications of Bidders, prior to awarding the Contract.
