Site work for a water / sewer project in Dry Fork, Virginia. Completed plans call for site work for a water / sewer project.

The Virginia Department of Transportation (herein referred to as "VDOT") is soliciting bids from qualified firms to provide pipe rehabilitation services for VDOT Halifax Residency, per the specifications of this solicitation. The Contractor shall apply a pipe liner to the inside of the existing structures. The scope of work shall include cleaning and preparing the existing pipe, installing and removing cofferdams and pump operations for handling water, application of the liner, inspection and testing of liner and water quality testing. The bid pricing shall also include all materials, tools, labor, any traffic control needed, all disposal costs incurred and any incidentals required to perform the work. The Contractor shall restore flow line of pipe as needed. The Contractor shall fill and stabilize voids surrounding the pipe with a product from the Approved Materials List. The Contractor shall clear pipe of debris and obstructions. The area in close proximity of the pipe inlet and outlet shall be cleared of debris and obstructions. The contractor shall be responsible for cleaning the streets, sidewalk facilities, and other areas disturbed by construction activities when the work is completed. This work shall include cleaning and debris removal/disposal, and removal of all construction materials. All excess or waste materials shall be hauled to the approved disposal area. Contractor shall perform all work in the dry. The Contractor shall submit an In Stream Plan of Operations to VDOT's Environmental Department. This solicitation is set-aside for award priority to DSBSD-certified micro businesses when designated "Micro Business Set Aside Award Priority" or "Small Business Set-Aside Award Priority" according to the solicitation. DSBSD-certified micro business or small businesses that include DSBSD-certified women owned and minority-owned businesses when they have received the DSBSD small business certification. For purposes of award, bidders shall be deemed micro businesses if and only if they are certified as such by DSBSD on the due date for receipt of bids. Period of Contract: From date of award through August 15, 2024 (nonrenewable) Question Deadline 06/16/2024 at 5:00 PM ET Any questions regarding this invitation for bid shall be addressed to Robert Dowdle at Robert.Dowdle@vdot.virginia.gov The issuing office shall determine whether any addendum should be issued as a result of any questions or other matters raised. Due to the importance of all bidders having a clear understanding of the specifications/scope of work and requirements of this solicitation, participation at this conference/site visit will be a prerequisite for submitting a bid. Bids will only be accepted from those bidders who are represented at this pre-bid conference. No one will be admitted after time. If you plan to participate in the Mandatory pre-bid conference you must provide the following information via email to Robert.Dowdle@vdot.virginia.gov no later than 5:00 PM EST on the business day prior to the scheduled conference. Solicitation Number and Title Company Name and Address Representative Name, Phone Number, Email Address. At the start of the conference the Contract Officer will conduct a roll call to identify the individuals participating. Participants will be requested to provide their names, company and contact information during the roll call. Participants who did not provide their information in advance will be requested to provide their name, company and contact information during the roll call. Bids will only be accepted from those Bidders who are represented and make their participation known to the Contract Officer during the conference roll call. Have a copy of the solicitation with you. Any changes resulting from this conference will be issued in a written addendum to the solicitation Online Bid opening: The bid opening will begin promptly at the time indicated. At the start of the conference the VDOT Representative will conduct a roll call to identify the individuals participating on the call. Participants will be requested to provide their names, company and contact information during the roll call. If you are unable to access the teleconference at the scheduled time please contact the Contract Officer via email and a bid reading will be provided. The provisions of 2.2-4342 of the Code of Virginia, as amended, shall be applicable to the inspection of bids received. The Commonwealth further reserves the right to reject any bid if the evidence submitted by, or investigations of, such bidder fails to satisfy the Commonwealth that such bidder is properly qualified to carry out the obligations of the contract and to provide the services and/or furnish the goods contemplated therein. The Commonwealth will make the award on a Grand Total basis to the lowest responsive and responsible bidder that is a DSBSD-certified micro business if such a bid is received, provided that the bid is less than $10,000 and the agency in its sole discretion determines that the bid price is fair and reasonable. Otherwise, award of the contract shall be made to the lowest responsive and responsible bidder that is a DSBSD-certified small business if such a bid is received, provided that the bid is not more than $100,000 and the agency in its sole discretion determines that the bid price is fair and reasonable. If, in the agency's opinion, the criteria in the previous two sentences are not present, then award shall be made to the lowest responsive and responsible bidder of any size, provided the agency in its sole discretion determines that the price is fair and reasonable. If applicable, unit prices, extensions and grand total must be shown. In case of arithmetic errors, the unit price will govern. If cash discount for prompt payment is offered, it must be clearly shown in the space provided. Discounts for early prompt payment will not be considered in making awards. The State reserves the right to reject any and all bids in whole or in part, to waive any informality, and to delete items prior to making an award. Scope- Pittsylvania County - Rte. 685 (Telegraph Rd) (LAT/LONG: 36.946915, -79.266324) - 0.80 MN of Rte 40 (East Gretna R Contractor shall rehabilitate the existing 30' of 60" CMP using "Method B", "Category A" Cured-In-Place Pipe, "Category B" Fold and Form Flexible liners, or "Category D" Spray-on Liner. Rehabilitation liner(s) shall provide adequate structural integrity and impact, abrasion, and chemical resistance as well as adequate hydraulic capacity for site specific road classification. Pipe rehabilitations shall conform to VDOT Road & Bridge Specifications and VDOT Special Provision for Pipe Rehabilitation for "Method B", "Category A, B, or D" specifications and standards. All materials used shall be on Approved Materials List. Contractor shall restore flow line of pipe as needed. Contractor shall fill and stabilize voids surrounding the pipe with a product from the Approved Materials List. Contractor shall clear pipe of debris and obstructions. Also, the area in close proximity of the pipe inlet and outlet shall be cleared of debris and obstructions. This location is a jurisdictional live stream. Contractor shall perform all work in the dry. Contractor shall submit an In Stream Plan of Operations to VDOT's Environmental Department. Contractor's bid pricing shall include all materials, land disturbances, seeding/fertilizer, protective coverings, check dam, siltation control excavation and temporary silt fence, traffic control, disposal costs, experienced operators, labor and equipment to include mobilization and demobilization. Obtaining any specific site design information not provided by VDOT or surveying of the site required by the Contractor, shall be included in the bid price and obtained by the Contractor. Any drop inlet, gutter, and slope repair shall be performed by state forces or hired equipment.
