Renovation of a military facility in Washington, District of Columbia. Completed plans call for the renovation of a military facility.

*** This Solicitation is reserved exclusively for the vendors of the $750M 8(a) MACC (Multiple Award Contract) Managed out of NAVFAC Washington*** The work includes renovation of existing WNY-Building 111 for CNIC Headquarters based on Distributed Workforce initiative with minor SRMimprovements, maximize use of existing offices & cubes, and added collaboration spaces. Construction improvements will include new permanent walls, new system furniture, and reuse/relocation of existing systems furniture and incidental related work. The work also includes mitigating water leakage at select portions of Building 111, including: Leak 1 at Suite 301, along Column Line 7, along the cement plaster clad rising wall at the east end of the north vertical addition. Leak 2 at brick masonry above the heads of the multistory curtain wall at the south elevation. Leak 3 at Suite 401 and Level 3 atrium at the curbed skylights at the roof. Leak 4 at Suite 501 ceiling under the southeast portion of the sloped roof at Level 5. Leak 5 at Suite 304, along the building transition between the north and south portions of the buildings at the brick masonry pilasters. Estimated Budget Amount or Price Range: In accordance with FAR 36.204, Disclosure of the Magnitude of Construction Projects, the estimated price range for this project is between $5,000,000 and $10,000,000. Pre Proposal Inquiry (PPIs): Offerors who determine that the technical and or contractual requirements of this RFP require clarification(s) in order to permit submittal of a responsive proposal shall submit all questions in writing. All inquiries must be made in writing and shall be submitted via email to the Contracting POCs at dillon.i.marshall.civ@us.navy.mil and Lindsay.m.brown14.civ@us.navy.mil no later than ten (10) calendar days prior to the proposal due date. Time for Completion: In accordance with FAR 52.211-10 Commencement, Prosecution, and Completion of Work, the Government desires completion of construction within 380 calendar days after award (includes 15 calendar days for submission and approval of bonds and insurance). Wage Determination: Department of Labor (DoL) General Decision Number DC20240002 applies to this work. See Attachment C. Should this wage determination be modified by DoL prior to award, the most current wage determination will be incorporated at the time of award. The wage determination version in effect at the time of award shall apply to the work performed under this contract. Liquidated Damages: In accordance with FAR 52.211-12 Liquidated Damages - Construction, Liquidated Damages will be assessed in the amount of $279.45 for each calendar day of delay until the work is completed or accepted. Utilities: In accordance with FAR 52.236-14 Availability and Use of Utility Services, when available, the Government will provide reasonable amounts of electric, water and compressed air for the work to be performed under this contract at no cost to the contractor. Record Shop Drawings: In accordance with FAR 52.236.21 Specifications and Drawings for Construction, record shop drawings are required. Reproducible copies of these record drawings are required. Bond Requirements: In accordance with FAR 52.228-1 Bid Guarantee, each offeror shall submit with its offer a guarantee bond (Standard Form 24) in a penal sum equal to at least 20 percent of the largest amount for which award can be made under the offer submitted, but in no case to exceed $3,000,000. In accordance with FAR 52.228-15 Performance and Payment Bond - Construction, Performance and Payment Bonds are required from the awardee and shall be submitted for approval to the Contracting Officer within 15 days after award of the Task Order. Commencement of construction is contingent upon approval of required bonds. Proposal Acceptance Period: Proposal acceptance period shall be 60 days from receipt of offers. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Contract NO. [N40080-20-D-0018
