Renovation of a mixed-use development in Devens, Massachusetts. Completed plans call for the renovation of a detention facility.

***AMENDMENT 4*** Answer questions that have been asked. Q 1. Are they asking for all new 5/8" plywood decking And if so would they like the old decking removed or gone over Or is this verbiage in place for any damaged decking that might need to be replaced Answer 1: Section 3, A: The awarded contractor shall remove and dispose of all shingles, underlayment, decking, drip edge, nails, staples, etc. Q 2. Do they want all new fascia boards for the entire building or just the failing sections, this applies to the fascia flashing as well. Answer 2: Section 3, F: The awarded contractor shall install new roof fascia boards. Section 3, G: The awarded contractor shall install new roof fascia flashing and eve strips. Q 3. Is the intent to replace all the sheathing Answer 3: Section 3, A: The awarded contractor shall remove and dispose of all shingles, underlayment, decking, drip edge, nails, staples, etc. Q 4. Looks like there may be some rafter tail damage on this. Should we just figure to sister some rafter tails in Answer 4: The rafter damage was too hard to determine the quantity and severity, so are expecting to make the proper decision after all decking/sheathing has been removed. Q 5. Do all workers need to be USA Citizens Answer 5: Section 4, D (i) The contractor shall be responsible to comply with Homeland Security Presidential Directive (HSPD-12) link states the requirements https://www.commerce.gov/osy/programs/credentialing/hspd-12-credentialing/faqs Q 6. How early can we start working Does 5:00AM or 6:00AM work for this contract Answer 6: Section 4, A: Working hours: All work is to be completed between the hours of 7:00am-3:30pm Monday thru Friday etc. We will honor and adjust the start time to 6:00am onsite, we will still need to follow all other requirements of this section. Q 7. Does all the metal fascia need to be replaced And the wood behind it Answer 7: Section 3, G: The awarded contractor shall install new roof fascia flashing and eve strips. Section 3, F: The awarded contractor shall install new roof fascia boards. Q 8. The SOW does not mention anything about roof decking/plywood. From these pictures, it looks like some plywood might need to be replaced. Answer 8: Section 3, A: The awarded contractor shall remove and dispose of all shingles, underlayment, decking, drip edge, nails, staples, etc. Section 3, B: This will give the details of the Decking/Sheathing requirements. Q 9. Large metal vent boot on the roof Answer 9 : Removal and disposal of boot, and closer of opening from previous stated requirements. ***END OF AMENDMENT 4*** ***AMENDMENT 1*** The following wage determination is appliciable for this construction (construction type: building) solicitation and any award for Ayer Massachusetts. Wage Determination MA20240001. See attached. No other changes. ***END OF AMENDMENT 1*** REPLACE ROOF AT FMC Devens The Federal Bureau of Prisons (BOP) is issuing solicitation 15B20524Q00000031 for the award of a firm fixed-price construction contract entitled Replace Roof-Recycle Building at Federal Medical Center (FMC) Devens. FMC Devens is a federal correctional facility located at 42 Patton Road, Ayer Massachusetts, 01432. The roof to be replaced is on the recycling building, located behind FMC Devens satellite prison camp. The project consists of furnishing all equipment, materials and labor for the complete construction of the work. The purpose of the project is to replace approximately 4,100 square feet of roof at the recycling building. See the Statement of work attachment for the complete requirements of the work. The performance period for the project will be 180 calendar days from issuance of the notice to proceed. This contract has liquidated damages. Pursuant to Federal Acquisition Regulation 36.204, the estimated magnitude of the project lies between $25,000 and $100,000. (NOTE: This range is one of 8 available ranges from FAR 36.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range. It merely conveys that the estimate/budget lies somewhere within that range.) The solicitation will be distributed solely through www.SAM.gov. Hard copies of the solicitation will not be made available. The website provides download instructions. Any secure/locked documents (if applicable) uploaded with the solicitation will require an active SAM vendor registration for access. In order to qualify for award, your business size metrics information entered in your SAM registration must be less than or equal to the small business size standard specified above. Each offerors SAM registration will be reviewed by the Government to confirm that your business size meets the small business size standard requirement. All offerors are urged to double check their SAM registration and update as necessary, including the size metrics information. This is a 100% small business set-aside. You must be registered in SAM as a small business for the above NAICS code (reference FAR provision 52.219-1 in the Representations & Certifications section of your SAM registration).
