CLARIFICATION DEADLINE 6/27/2024 2:00 PM This request for proposal ("RFP") is pursuant to Section 38.022 of the City of Waterbury Connecticut (the "City") Code of Ordinances, under which the Waterbury Development Corporation (the "WDC"), acting on behalf of the City, is seeking proposals from qualified third parties (the "Proposers" or a "Proposer", depending on context) to perform professional environmental and abatement and demolition management and administration services (the "project") required at a City owned property located at 40 Bristol Street (a former Bristol-Babcock manufacturing facility) in Waterbury ("Property"). The selected firm (the "Firm" or "Consultant") will protect and represent the interests of WDC and the City. These services are to be performed at the discretion of the City, and as directed by WDC. Proposers shall provide proposals consistent with the scope of services contained in this RFP and as described in detail in Section III of this RFP. The successful proposer will be required to provide all environmental consulting and Licensed Environmental Professional ("LEP") services as described in this RFP. Since 2002, the Property has been vacant. It consists of one parcel of land identified as 40 Bristol Street in Waterbury, CT. The parcel is identified as Map 0546, Block 1159 and Lot 0043 by the City of Waterbury's Tax Assessor, consisting of approximately 6.6 acres of land. The site has been enrolled into Municipal Brownfield Liability Relief Program. Over the years, several environmental assessments have been performed at the Property. Detailed scope of services for 40 Bristol Street are listed under Section III. The Property shall comply with regulations of the Connecticut Department of Energy and Environmental Protection's (CTDEEP) "Transfer Act Site Assessment Guidance Document" and "Site Characterization Guidance Document". Proposers are advised that prevailing wage rates do not apply to this Project. The minimum rates to be paid labor of the various classifications shall be in accordance with the prevailing rate of wages established by the U.S. Department of Labor and the Connecticut Department of Labor. Because of the application of both federal and state wage laws to this Project, the Contractor should be aware that the Contractor will be obligated to certify payrolls and issue compliance statements in accordance with both federal and state procedural requirements. Furthermore, the Contractor and all Subcontractors shall be responsible for paying the higher of the applicable federal prevailing wages and the applicable state prevailing wages. Connecticut prevailing wages shall be paid if the prevailing wages applicable to the Work under Connecticut prevailing wage laws are equal to or greater than the prevailing wages applicable to the Work under federal prevailing wage laws. Each Proposal with a total cost greater than $50,000.00 submitted shall be accompanied by a Proposal Security (a Certified Check or Bid Bond) in the amount of ten (10) percent of the Total Proposal Price. The Proposer to whom a contract is offered, must furnish to the City, if that contract has a total cost greater than $50,000.00, a 100 percent Performance Bond with a surety, and in a form, acceptable to the City. In the City's sole discretion, it may also require a 100 percent Payment Bond and/or other additional security with a surety, and in a form, acceptable to the City The City reserves the right to award in part, to reject any or all Proposals in whole or in part for misrepresentation (or for any reason in its sole discretion) or if the Proposer is in default of any prior City contract, or if the Proposal limits or modifies any of the terms and conditions and/or specifications of the RFP. The City also reserves the right to waive technical defects, irregularities and omissions if, in its judgment, the City’s best interest will be served. All questions and communications about this Request for Proposal and submission requirements must be directed to the City of Waterbury eProcurement website and must be received by 2:00 PM on June 27, 2024. Prospective Proposers must limit their contact regarding this RFP to Mr. McCaffery or such other person otherwise designated by Mr. McCaffery. Responses to questions submitted by the above date or identified at any Information Session to be held regarding this RFP, along with any changes or amendments to this RFP, will be available via the City of Waterbury eProcurement website by 2:00 PM on July 1, 2024.
