The Multnomah County Department of County Assets, Facilities and Property Management is seeking qualified Proposers from whom it may purchase Green Roof Maintenance and/or Specialty Plant Care for County-operated facilities. Fixed Term with County right to terminate on the anniversary date. The contract term shall be five (5) years. The County shall have the right to terminate the contract on any contract anniversary. This RFP is intended to establish set standards and fees for the Work. Through this RFP, the County would like to improve the functionality and health of vegetated roofs (listed in Chart A below), terraces, and indoor plants in various Multnomah County buildings. Work to be provided shall include regular maintenance of plantings, green roof components, and irrigation or watering. Through this RFP process, the County is seeking to award one or more contracts that adequately provide maintenance of the green features listed in Section 1: Green Roof Maintenance and Section 2: Specialty Plant Care. The County may award Sections 1 and 2 separately (two Proposers are awarded) or together (one Proposer is awarded) at the County's sole discretion. Award, as determined by the County, will be made to the responsible Proposer(s) whose Proposal(s) the County determines is most advantageous to the County based on the evaluation process and evaluation factors described in this RFP. Multnomah County has a portfolio of buildings that includes green roofs, terraces with planter beds, and indoor planters. The County seeks qualified service provider(s) to maintain these features. The scope of services is broken into two sections: Section 1: Green Roof Maintenance and Section 2: Specialty Plant Care. The County may award Sections 1 and 2 separately (two Proposers are awarded) or together (one Proposer is awarded) at the County's sole discretion. The Contractor shall provide all labor, materials, testing and equipment necessary to provide these services. In addition to these services, the Contractor shall provide all certifications, licenses, and insurance required by the State of Oregon for conducting landscape maintenance activities. The Work will occur at various Multnomah County buildings. Each site requires a different type and level of maintenance. Regular maintenance activities will be part of a base scope of work, and line item costs for additional 'Miscellaneous Activities' (i.e. replanting) will be bid on an as-needed basis. Proposed cost estimates for these miscellaneous services will not be used as part of the evaluation for award of this contract.
