In accordance with Indiana Code 5-23 et seq., sealed Proposals and Statements of Qualifications (hereinafter "Proposals") for the Elkhart County Park and Recreation Board's Request for Proposals and Qualifications (hereinafter "RFPQ") for design, develop, build, operate and maintain until transfer the renovation of the DeFries House at DeFries Gardens at River Preserve County Park (hereinafter "the Project") The Proposal should be clearly marked "RFPQ DeFries House" on the outside of the envelope. Any proposal received after the applicable deadline will be returned. The Project involves the design, development, construction, procurement of FFE (furniture, fixtures, and equipment), and operation and maintenance until transfer of a programs/small event/meeting facility by construction/renovation of the DeFries House at DeFries Gardens at River Preserve County Park. The Elkhart County Park and Recreation Board shall not be responsible for documents obtained from any other source. Provide five (5) hard copies of your proposal and three (3) copies on portable USB drives. Any confidential information included in the Proposals shall be labeled "CONFIDENTIAL" and shall be submitted on a separate drive, also labeled "CONFIDENTIAL". Proposals must be submitted as outlined in the RFPQ and must contain the names of every person or company interested therein. Proposals shall be reviewed on the basis of the best qualified submission's qualifications, approach to the project, and ability to deliver the Owner with the best value over the life of the Project. Interviews may be conducted at Owner's discretion based on the conditions set forth in the RFPQ documents. Upon review and selection, Owner will either enter into an agreement with the selected bidder or reject all Proposals. Owner reserves the right to reject and/or cancel any and all Proposals, solicitations and/or offers in whole or in part as specified in the solicitation when it is not in the best interests of Owner. Owner also reserves the right to waive irregularities in any Proposal, and to accept any Proposal that is deemed most favorable to Owner. Submissions are not public documents and will not be made available to other proposers or members of the public during the selection process. The identity of proposers is public information and will be disclosed during the process.
