The Award, if made, will be made to the lowest and best qualified bidder based on the published quantities. RATES for this project have been predetermined by the Secretary of the Department of Labor in accordance with the requirements of Federal regulations governing the expenditure of HUD funds and are set out in the labor regulations contained in the proposal.
