Site work and new construction of a fire / police facility in Johnstown, Pennsylvania. Conceptual plans call for the construction of a 40,000-square-foot fire / police facility; and for site work for a fire / police facility.

The City of Johnstown is accepting Proposals for a qualified professional firm to provide A/E design services related to the development of a new public safety building for the Johnstown Police Department (JPD) and Johnstown Fire Department (JFD). Johnstown is located approximately 60 miles east of Pittsburgh, in the Laurel Highlands. The City is encompasses six square miles and has a population of 18,091. The City operates under a Manager-Council form of government with a seven member council including the Mayor. The JPD is the largest department in Cambria County with 41 sworn personnel and five civilian staff. The JPD is responsible for all municipal law enforcement operations in the City of Johnstown as well as four other surrounding municipalities. The JFD has 28 sworn personnel and three civilian staff. The JPD and JFD currently operate out of the Public Safety Building, built in 1925. The building has outlived its purpose to operate as a public safety building, and there is a tremendous amount of deferred maintenance. The JFD also operates its administrative offices out of the public safety building, and also has two stations staffed 24/7 that are not in the public safety building. The new location selected to build a new Johnstown Police Department is a city owned parking lot between Locust St. and Washington Street. Currently the Departments utilize four different floors in the Public Safety Building occupying approximately 40,000 SF. The intent of the new facility would be to locate all operations on two floors and increase efficiency and effectiveness of departmental operations for the foreseeable future. The preference is for this building to follow modern policing standards described by the Pennsylvania Law Enforcement Accreditation Commission (PLEAC) and the Commission on Accreditation for Law Enforcement Agencies (CALEA). All proposals must be made on the basis of, and either meet or exceed, the requirements contained herein. All Proposers shall submit a proposal demonstrating their capability for rendering the following tasks: All work necessary for the completion of the project shall be in accordance with the applicable provisions of the Pennsylvania Uniform Construction Code (UCC), latest edition, including referenced International Building Code and all subsequent modifications and supplements, and the Americans with Disabilities Act. Work should also incorporate recommendations included in the President's Task Force Report on 21st Century Policing, PLEAC, and CALEA. The mailing address for hard copies is: City Manager's Office, 401 Main Street, Johnstown, PA 15901. Hard copies may also be handdelivered to the same address during regular business hours, 8:00-4:30. Proposals received after the date and time specified will not be considered. To ensure fair consideration for prospective bidders, the City prohibits communication to or with any City elected official, department director, employee, or agent during the submission process with the exception of those questions relative to interpretation of specifications or the proposal process. Such communications initiated by a prospective bidder may be grounds for disqualifying the offending firm from consideration for award of the proposal and/or any future proposal. No interpretations of the meaning of the RFP documents will be made to any bidder orally. Every request for such interpretation shall be in writing to the City of Johnstown. Any and all questions shall be submitted no later than 2:00 pm EDT, on August 21, 2024. Any and all such interpretation will be in the form of an Addendum to the RFP and will be posted on the City. Please note that until the final selection, negotiation, award, and contract execution, all contact with the City of Johnstown regarding this topic is to be directed to the City Manager's office. Failure to comply with this request will result in the disqualification of the firm for further consideration. This project will be managed in the following phases: A. Schematic Design Phase: The initial phase will involve the provision of services to assist the City in developing a recommendation related to the new JPD/JFD building. This phase should include but not limited to the following: 1. Analysis of the current available site. 2. An update to the existing space needs assessment and programmatic development to include updated departmental structure, anticipated future needs, goals of the new facility and square footage requirements. 3. Public meetings and design charrettes. 4. Preliminary cost estimates include site work, building, and parking. 5. Information on a potential schedule. 6. Conceptual architectural design. 7. A cost/benefit analysis of any options proposed. B. Design Development Phase: Upon approval of the Schematic Design Phase by the City, the selected firm will proceed with design development to include: 1. The construction of a fully functional, energy efficient JPD/JFD facility. The building and grounds should be designed to provide staff security. Core program components include administrative services, field operations, criminal investigations, public access areas, training, information technology, records unit, property, evidence, and forensics, evidence processing and storage, facility support areas, staff exercise room, and full kitchen. 2. The construction of parking bays for 2 JFD squad cars, rescue truck and boat. 3. Administrative offices for the Johnstown Fire Department, as well as shower and storage facilities for the JFD. 4. Secure parking for Police Department use and sally port. 5. Utilities, stormwater management, flood plain requirements, and all other site requirements. 6. Presentations to City Council and the public. 7. The intent of the City to issue a Construction Management RFP prior to 30% design. C. Construction Documents and Final Design Phase: Develop drawings, cost estimates, and schedules. The selected firm shall prepare working drawings, construction plans, and specifications for the solicitation of bids for the project in accordance with all applicable codes. Review all drawings with appropriate agencies and committees, including City staff project team and make necessary changes and/or alterations. D. Bid Phase: The selected firm will work with the City administration with bidding of the project for construction to include providing required documents for bidding and evaluation. The firm shall provide an electronic version of all drawings and specification in PDF format to the City's DCED for posting electronically generate responses to technical questions for addenda, and work with the City's DCED and Finance Department to evaluate the responsibility of the apparent low bidder and submit a recommendation for award. E. Construction Phase: The selected firm shall assist with construction administration to include but not be limited to, regular and special site visits, conduct progress meetings and preparation and distribution of minutes, tracking and issuing project construction logs, review and certification of construction contract payments, request for information reviews and recommendations, shop drawing reviews and approvals, change order reviews and recommendations, preparation and recommendations, punch list preparation, substantial completion certification, closeout document, warranty, O&M manual review, final completion certification, and all other related work. F. Warranty Phase: The selected firm will advise the City concerning warranties, correction of defective work, or equipment operational issues during the construction contract warranty period. Mandatory Requirements: 1. Compliance with all applicable terms of this RFP and the subsequently negotiated Contract. 2. Compliance with all applicable standards of the associated profession. 3. Compliance with all applicable Federal, State and local laws. The method of Contractor Selection has not been Determined at this time.
