Across Toronto Community Housing Corporation (TCHC)'s portfolio, high-rise buildings have emergency generators that provide some power during an outage to maintain some basic building functions. TCHC and Toronto Seniors Housing Corporation (TSHC) currently have approximately 202 generators. Preventive maintenance services and demand repairs are required to maintain the generators in working order and to ensure they are operational when required, such as during a power outage. Preventive maintenance services include annual, semi-annual, monthly, and quinquennial inspection and testing. All generator services are carried out in compliance with the requirements of Canadian Standards Association (CSA) Standard C282-19 "Emergency Electrical Supply for Buildings". Contracted services are required for annual, semi-annual, and quinquennial preventative maintenance services. Quinquennial services which were awarded in the previous contract and are expected to be completed within the last year (2029) of the new contract. Monthly preventive maintenance services are not being awarded, as they will be performed by Operation Management staff. TCHC is seeking a Vendor for the provision of Preventative Maintenance Services and Demand Repairs for Life Safety Generators. The locations have been divided into five (5) separate groups. Each group will be awarded separately, based on the lowest bid per group. Proponents may submit pricing for one or more groups. Each group will be evaluated separately, and more than two groups may be awarded to an individual proponent, subject to TCHC's bypass rights. If there are less than 3 qualified vendors, TCHC reserves the right to either cancel the tender or a portion of the tender and reissue or remove the maximum number of groups award to a vendor based on the vendors demonstrated capacity. TCHC reserves the right to remove any of the buildings without stating reasons.
