The scope of the project is for the installation of a fibreoptic ring with industrial networking equipment, replacement of various PLCs throughout the plant, and a new SCADA system complete with servers, workstations, and programming at the Water Pollution Control Facility, Portage la Prairie, Manitoba. The work to be done under the Contract shall consist of work identified in detail in the Drawings and Specifications which are attached. The Work to be done under the Contract shall consist of providing a new complete plant- wide fibre networking ring, new PLCs and ancillary equipment, and to decommission the existing controllers and migrate the existing control panels to the new PLCs. Provide and install fiber optic cables in a ring configuration for new network. Provide and install fiber optic termination units with network switches in the PLC panels as provided in the design drawings. Provide a new SCADA system including Servers, Operating Workstations, Firewalls, Licensing, completely programmed for operation, alarming, trending, and reporting. Provide complete programmed and operational systems for the control system as shown in the specifications, drawings, and appendices. Provide new PLC programming based on existing controller and observed logic. Perform all work, testing, and commissioning as indicated and specified. The existing plant must remain functional throughout the migration, only one PLC shall be migrated at a time. Work shall only occur in one control room at a time to minimize disruption to operations. Provide and update throughout the project the migration plan which includes scheduling. sequencing, and plant impact per step. Prepare a commissioning plan to demonstrate all of the work in detail. Program the SBR PLCs based on the legacy control computer, the source code for this program is not available. A Bid Bond from a Surety Company entitled to conduct business in the Province of Manitoba, in such form as shall be determined by the Solicitor in the amount of at least ten percent (10%) of the Contract Price.
