Site work and paving for a mixed-use development in Greenwood, South Carolina. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
CDBG funded Streetscape project involving demolition and replacement of sidewalks/roadway with brick and concrete pavers. Existing brick pavers to be left in place. Planter construction to occur around existing trees to remain in place. Coordination with City, utilities, and businesses is extremely important. Project Location: Waller Avenue, Greenwood, SC Construction Cost Range: $750,000 - $1,000,000 This project will be funded with federal funds through a Community Development Block Grant (CDBG) provided by the SC Department of Commerce and is subject to special funding provisions included in the Contract. - See below. The purpose of this 270' long streetscape improvement project is to encourage an increase in pedestrian activity between adjacent low-income neighborhoods and Uptown Greenwood and to attract additional businesses to locate to the Uptown Greenwood Central Business District. The existing sidewalks on both sides of Waller Avenue will be upgraded by demolishing the existing cracked and dilapidated sidewalks and replacing them with wider brick paved sidewalks to match a portion of the existing brick paved road that gives the street its unique, historical character. A portion of the roadway is currently stamped concrete that will be demolished and replaced with new stamped concrete or brick pavers. The proposed road will be restriped with thermoplastic pavement markings while existing stop signs, handicap signs and directional signage will be either set aside for re-use or upgraded to MUTCD standards. The replacement of existing lamp posts with new ones provided by the City and installed by Greenwood Commission of Public Works (CPW), will improve on street lighting and increase safety for pedestrians at night. In addition to streetlights and pavers, the area will be further beautified by adding landscaped and irrigated planters around existing trees that will contain perennial ground covers to provide shade and aesthetic value to the project. Other areas of the streetscape shall be further enhanced by the addition of tables, chairs and trash receptacles. There will be two parallel parking spaces and six angled parking spaces, one of which is a handicap space. Each side of the road will have brick paver walkways at the same grade as the roadway as well as a portion of the sidewalk that is raised 6" above the roadway elevation. These raised plazas/walkways will be concrete or concrete pavers. On the north end of the streetscape, to increase pedestrian safety, there will be bollards to ensure that vehicles do not encroach on areas reserved for pedestrians while on the south end of the streetscape there will be low pipe rails surrounding two planters to serve as an accent to the entrance of this very historical part of town. Stormwater runoff will be controlled with sloped surfaces that will direct the runoff to existing catch basins. There are no downspouts within the work area that need to be tied into underground pipes. Note: Coordination with Greenwood CPW, utility service providers and the City of Greenwood will be an important aspect of this project and is critical to coordinate lane closures, traffic control, utility relocation, and light pole installation. The contractor will maintain access to businesses at all times during construction. The contractor shall bid the above-described work with the exception of the following: 1. CPW shall provide labor and materials to do the following: o Replace an existing 2" galvanized mainline with a 2" HDPE pipe. o Install an irrigation meter. o Install a power source for an irrigation controller. o Install GFI receptacles in the planters. o Replace existing steel gas main line with plastic main line. o Replace three (3) services lines. 2. CPW shall provide the labor to install the streetlights and fixtures. CPW shall purchase the streetlights and fixtures and the City shall reimburse them for the cost of these materials. 3. No sewer line replacement by GMD is anticipated for this project. The sewer mainline is 10' deep. The highest depth for any service line is 3' from existing grades. 4. There are 6 - 8 GMD sewer customers in the work area. These private businesses are responsible for any upgrades to their lines. It is unknow if any upgrades are required at this time.
