Demolition and site work for a civil project in Mount Holly, North Carolina. Conceptual plans call for the demolition of a water / sewer project; and for site work for a water / sewer project.

The City of Mount Holly, NC (City) is soliciting responses to a Request for Qualifications (RFQ) from engineering firms to provide design, permit, and construction administration services for Wastewater Treatment Plant Decommissioning. The City will select one firm to provide these services. All minority, women and small businesses are strongly encouraged to apply. The City reserves the right to reject any SOQ for failure to comply with all requirements of this notice or of any of the contract documents; however, it may waive any minor defects or informalities at its discretion. The City further reserves the right to reject all SOQ's or make a selection which, in its judgment, is in the best interest of The City The City of Mount Holly Department is seeking Statements of Qualification (SOQs) from qualified engineering consultants to prepare design plans and contract bid documents for decommissioning of the City of Mount Holly wastewater treatment plant. The is a 4 MGD treatment facility with a plant layout as shown in Figure 1 and Appendix A. The treatment plant was originally constructed in 1964 with an expansion constructed in 1972. The treatment plant is expected to be taken offline in the summer of 2025 when the new pump station currently under construction to pump flow into the Charlotte Water collection system will be activated. Decommissioning activities would begin immediately after the startup test period for the new pumping station is complete. This decommissioning project is being funded via a grant from the North Carolina Office of State Budget and Management (OSBM). Therefore, it will be critical to understand any procurement and recordkeeping practices required through the execution of the project to comply with the grant or departmental stipulations. The purpose of this Request for Qualifications (RFQ) is to obtain qualifications from interested firms and/or teams for providing various professional engineering services related to this project. Submitted qualifications statements will be evaluated by a selection committee utilizing the criteria outlined in this RFQ for selection of a firm and/or team for contract (scope and fee) negotiations. The City of Mount Holly Utilities Department is seeking a qualified engineering firm to complete plans and bidding specifications and documents for the decommissioning of the existing Mount Holly Wastewater Treatment Plant located at 201 Broome Street. The overall intent is that the site is to be redeveloped but the exact scope of the redevelopment has yet to be determined. A general option being considered is for riverfront mixed use development. Question: Please direct all questions and requests for information no later than 1:00 PM Friday, July 5, 2024 by email to elizabeth.bell@mtholly.us. The question deadline will allow an addendum to be issued to clarify the project, if need be. All requests for clarification/information shall be in writing. No verbal correspondence is considered binding. Any clarification or revisions to this RFQ will be made only by an addendum which will be posted electronically. It is the Proposer's responsibility to monitor online for addendums. The Proposer must acknowledge receipt of any/all addendums with their submission Each firm is solely responsible for the timely delivery of its Qualifications Package. All Qualifications Packages must be received. No Qualifications Packages will be accepted after this deadline. Firms accept all risks of late delivery of Qualifications Packages regardless of fault. Selection July 2024 The method of Contractor Selection has not been Determined at this time.
