Location of Project This project site is located at 701 Kay Rench Drive, Oxford, Ohio and is owned by the City of Oxford (City). Contact Person and Inquiries Any questions regarding this Request for Proposals (RFP) should be submitted to the City of Oxfor Parks and Recreation Director, Mr. Casey Wooddell, by email at cwooddell@,citvofoxford.ore or by phone at (513) 523-6314. The City is seeking proposals from qualified firms for the construction of an outdoor covered shelter area which will be attached to the existing aquatic center building. The scope of work requires the contractor to provide all tools, labor, materials, equipment, supervision, insurance, warranties, permits, clean up, and restoration necessary to perform the services as detailed in the scope of work. The scope of work for this project includes the following: 1. Ensuring appropriate construction drawings are completed. Additional drawings from what are provided in this document may be required. 2. Obtain necessary permits from the City of Oxford. 3. Excavation of site as necessary to install concrete pad, piers and footings. 4. Installation of concrete pad as specified in the drawing. 5. Construction of outdoor shelter area per the specifications of the attached drawings. a. Contractor to ensure same or similar materials as the existing building are utilized in the construction ofthe new shelter area. 6. Project will require removal of 2 small existing trees. 7. Clean up and restoration of the site upon completion of the project The City of Oxford has funds allocated for this project. The project will be awarded based on the criteria listed in the Selection Process of this document. All prospective bidders shall perform an on-site visit prior to submitting a response to the RFP. This site visit may be completed any day ofthe week during regular parks hours, dawn to dusk. Questions regarding this RFP shall be submitted via email to Casey Wooddell, Parks and Recreation Director, at cwooddell@citvofoxford.org no later than Friday, July 5, 2024 at 5:00pm. Answers to questions will be sent to all firms that download an RFP packet or request an RFP packet via email. RESERVATION OF RIGHTS: The City reserves the right to reject any and all proposals, to waive technical, or legal deficiencies, and to accept any proposal that it deems to be in the best interest ofthe City. Bid Date notes: Three copies shall be submitted in-person no later All submissions must be clearly labeled "RFP - Oxford Aquatic Center Shelter" Proposals received after this time will not be accepted. Electronic submissions will not be accepted. WARRANTY: The contractor shall submit a copy ofthe manufacturer's warranty indicating duration ofsaid warranty and install the materials according to the manufacturer's instructions. Contractors shall also include in their proposals the length oftheir labor warranty COST / SCHEDULE: The contractor shall furnish a cost proposal and schedule as part ofthe package. The cost ofthe work shall include all fees, material, permits, fixed equipment, labor and services necessary to produce the construction required by the Contract. SEPARABILITY: The City will accept only full packages for all requested elements. Proposals submitted without all scope of work items included may be disqualified. A copy ofthe contractor's business license and applicable insurance certificate(s) must accompany the bids. Minimum coverage of $1,000,000 per occurrence, $2,000,000 aggregate on general liability; Worker's Compensation Coverage in compliance with State Law. Contractor shall furnish a list ofreferences and previous experience ofsimilar projects. Contractor shall furnish a list of any litigation within the past five years. Contractor must ensure that all employees and applicants for employment are not discriminated against because ofrace, color, religion, sex or national origin Contractor must adhere to all state of Ohio laws pertaining to Prevailing Wage requirements. Proposals will be reviewed to determine whether they have been submitted in accordance with the published requirements. All proposals will be evaluated by City staff and by any other person from whom the City requests such evaluation. Evaluation ofthe proposals shall be based upon, but not limited to, the factors listed below, not necessarily in the order oftheir importance: Experience, qualifications, and general abilities ofthe contractor Quality ofthe overall project approach Quality ofmaterials provided in the proposal Proposed cost and project schedule Specified warranties and other after-service provisions Insurance coverage and other legal or litigation issues Quality ofreferences, prior business experience with the contractor, or reputation of contractor with other local municipalities/clients The City intends to award the project to the contractor providing the most advantageous and complete proposal to the City, taking into consideration the evaluation factors set forth in this document The City reserves the right to accept or reject any or all proposals; to waive any informalities in the bidding; and to enter into a contract with the bidder who, in their consideration, offered the most advantageous and complete proposal to the City. The City also reserves the right to hold all proposals for 60 days after the opening date, although not accepted or rejected
