The Agricultural Research Service (ARS) is conducting a market survey to identify the availability and interest of qualified Small, Small Disadvantaged, Small Service-Disabled Veteran-Owned, Historically Underutilized Business Zones, Woman-Owned, and certified 8(a) firms and large businesses as potential sources to perform rhizotron chamber repairs at the National Laboratory for Agriculture and the Environment in Ames, Iowa. The repairs include demolition and removal of existing top chamber air handling units; decommission and remove existing chiller and all associated piping; provide and install a new water-cooled DX skid along with all associated piping; domestic water connection for redundancy; removal and reuse of existing T5 lighting canopies; reconfigure and reconnect control system to operate the new mechanical system components; and programming, testing, and commissioning of all existing control and sensor inputs and outputs. The associated North American Industry Classification System (NAICS) Code is 238220, Plumbing, Heating, and Air-Conditioning Contractors. The Small Business Size Standard is $19.0 million. The following information is provided to assist the ARS in conducting Market Research to identify potential contractors for this effort: The government is seeking capability statements from businesses capable of performing the rhizotron chamber repairs at the National Laboratory for Agriculture and the Environment. The estimated magnitude of construction is between $1,000,000 and $5,000,000. Place of Performance: United States Department of Agriculture National Laboratory for Agriculture and the Environment 1015 N. University Blvd Ames, IA 50011 Respondents shall furnish sufficient technical information necessary for the Government to conclusively determine that they are capable of meeting the technical requirements identified above. Firms believing they can meet the requirements are encouraged to respond electronically with no less than the following information: Business name, Unique Entity Identifier (UEI), business address, business website, business size status (i.e., SB, VOSB, SDVOSB, HUBZone SB, SDB, WOSB, LB), point of contact name, mailing address (if different from business address), phone number, and email address; Sufficient descriptive literature that unequivocally demonstrates that offered services will meet or exceed above specifications; Descriptive material necessary for the government to determine whether the service offered meets the technical requirements; If a large business, provide if subcontracting opportunities exist for small business concerns. The government is not responsible for locating or securing any information, not identified in the response. Interested Parties must respond with capability statements no later than 4:00 PM Central Daylight Time on June 24, 2024. No information will be taken by telephone. Notice of Intent: Responses to this sources sought announcement will assist the Government in determining whether or not any future requirement similar to this one should be set aside for small business, made available to full and open competition, or procure through sole-source acquisition procedures.
