Renovation of a military facility in Montgomery, Alabama. Completed plans call for the renovation of a military facility.

This posting serves as notice that the Official Solicitation for "Bldg 941 Replace Air Handling Unit 1" has been posted to sam.gov under Notice ID: FA330024R0034. Please follow all instructions contained within the attached Solicitation FA330024R0034, and ensure you review all contents of Attachments 1-4. 1. This will be a competitive Total Small Business Set Aside firm-fixed-priced contract. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. This solicitation is being issued on a competitive basis. To assure timely and equitable evaluation of quote, offerors must follow the instructions contained herein. Failure to meet a requirement may result in offeror being ineligible for award. Proposals must be complete, self-sufficient and respond directly to the requirements of this Request for Proposal (RFP). 2. Site Visit: A site visit is scheduled at Building 804, Maxwell Air Force Base, Alabama on Tuesday, 16 July 2024, at 10:00 AM Central Daylight Time (CDT). Please provide a list of all attendees and ensure they have their driver's license, proof of vehicle insurance, and vehicle registration. All attendees' names will need to be submitted by 15 July 2024, at 12:00 PM CDT. In addition to the attendee's name (as reflected on their driver's license), include title and a telephone number for each individual. Submit the requested information to Shamekia Williams at shamekia.williams.1us.af.mil. Offerors are encouraged to visit the site and take steps as may be reasonably necessary to ascertain the nature and location of work and the general and local conditions that can affect the work or cost thereof. Failure to do so will not relieve contractors from the responsibility for estimating properly the difficulty or cost of successfully performing the work. 3. All pertinent questions must be submitted by e-mail 18 July 2024 at 12:00 PM CDT. 4. The submission deadline for this proposal is 29 July 2024 at 12:00 PM CDT. Contractor shall have 310 calendar days to complete the work. The work generally consists of the following: 1. Maxwell AFB Bldg. 941 AHU-1 (air handling unit-1) located in mechanical room 44 is currently inoperable. Since existing inoperable air handler will act as the supply and return points for temporary ductwork from temporary air handler supplied, installed, and maintained under separate contract, demolition of existing air handler -1 cannot take place until contractor is ready to install new air handler. At such time that all equipment including new air handler is onsite, at agreed upon time, once contractor starts demolition of existing air handler-1, contractor shall have no more than 21 days to complete the demolition of the existing air handler and have new air handler in service supplying conditioned air to all parts of the building that was served by the existing air handler. 2. New air handler shall be as per attached drawings and specifications. Provide and install all connecting ductwork, airflow control dampers, CHW (chilled water) and HW (hot water) coil connecting piping, 2-way characterized ball modulating control valves, shut off valves, check valves, circuit setters, and hydronic specialties, ductwork and piping insulation, instrumentation, sensors, BAS (building automation system), BACnet protocol controller(s), AHU supply fan VFD (variable frequency drive), and required electrical wiring, conduit, switches per attached drawings. 3. Tie-in new AHU duct work at OA, RA and SA points shown on attached drawings. 4. Reinstall existing AHU smoke detectors in new mechanical room duct work. Install per NFPA-99 and NFPA-72. Re-certify portion of fire alarm system modified after duct detectors have been reinstalled. 5. Reuse existing fire dampers at duct entrance to mechanical rooms. 6. Provide and install externally located VFD for AHU fan operation. 7. Provide and install OA (outside air), RA (return air), and relief air galvanized airfoil blade air dampers with 24 volt operated modulating actuators controlled through new AHU-1 BAS controller. 8. Replace chilled water and hot water piping within both mechanical rooms as necessary for transitioning to new AHU chilled water and hot water coils. 9. The existing BAS controller for air handling unit shall be replaced with Schneider Electric or Distech direct digital controller(s). New controller(s) shall communicate through BACnet protocol. All new equipment shall be able to communicate to BAS building through BACnet communications protocol. All new controls shall seamlessly communicate with Base-wide Schneider front end EMCS. Contractors DDC contractor shall integrate current building floor plan into new controller(s). Provide and install emergency shut-off switch in room 44 that will shut down all building ventilation units including both existing air handler -2 and new air handler-1.
