Public Facility Improvement Design/specifications and Construction Observation at Two City Parks & Recreation Properties: Griffin (Aka Kathy Wilkerson) Recreation Center at 1140 Griffin Street - Phase 6 and Bicknell Park at 315 Silver Street the New Albany Redevelopment Commission Intends to Implement the Above-referenced Project Through Its Community Development Block Grant (Cdbg) Program. Description of the Project: The project involves two specific tasks. Task 1.: Design Plans/specifications for Phase 6 of public facility improvements at 1140 Griffin Street including but not limited to new roof over the gymnasium portion of the facility, and a new pickleball court added at Bicknell Park (315 Silver St.) and any other exterior improvements to be determined. The construction budget is approximately $200,000 +/-. Obtain any required permits, and assist in bid process including any environmental needs. Task 2.: Periodic construction observation including review of payment requests, site visits of work being invoiced, compliance with design plan/specifications. Description of Services Requested: The Commission desires to procure the services of a professional Architect to assist the City in completing Tasks 1 and 2 described above. Final Design Plans/Specifications shall be presented to the Department of Redevelopment. Project Schedule: A Notice to Proceed is anticipated to be issued on or about July 23, 2024 for this project, concurrent with the execution of a Professional Services Contract. It is the Redevelopment Commission=s intent to have Task 1 complete on or about October 1, 2024. Type of Contract: The New Albany Redevelopment Commission will execute a fixed-cost contract to be negotiated. Said contract may be amended by a majority vote of the New Albany Redevelopment Commission. Federal Requirements: Prospective professional architecture consultants should note that the successful consultant must meet and/or comply with the following terms and conditions: 2 CFR Part 200 Section 109 of the Housing and Community Development Act of 1974 Title VI of the Civil Rights Act of 1964 Conflict of Interest Access to Records Executive Order 11246, Equal Employment Opportunity, as amended, with all implementing regulations Written Affirmative Action Compliance Program Section 3 Clause, Housing and Urban Development Act of 1968 Segregated Facilities Clause Section 402, Viet Nam Era Veterans Readjustment Assistance Act of 1974 Architectural Barriers Act of 1968 Section 504, Rehabilitation Act of 1973 Statement of Qualifications: Each prospective consultant must include a Statement of Qualifications that includes the following: A description of expertise, experience, and resources available for the project; A list of references, including telephone numbers or other means of contact; and, A time table for completion of the project; and Provide five (5) bound copies and one (1) unbound copy of the Statement of Qualifications: Award of Contract: The Department of Redevelopment staff shall review the Qualifications for completeness and clarity, and each shall be reviewed by the Commission and evaluated in terms of expertise, experience, and locality The Redevelopment Commission reserves the right to reject any or all proposals, or to waive any informalities or minor defects in the proposal process.
