The work involved with this project includes the replacement and/or retrofit of commercial and residential water meters for conversion to automated meter reading technology as well as the implementation of necessary software and hardware to provide a complete and operational system. The work is further described in the construction drawings and specifications. The proposal and contract documents in its entirety shall be submitted in a sealed envelope with the current Certificate of Responsibility Number of the bidder on the outside of each sealed envelope, said envelope being plainly marked ARPA CAPITAL IMPROVEMENTS - AUTOMATED METER INSTALLATION - MDEQ-MISSISSIPPI MCWI - MDEQ AGREEEMENT NO. 36-2-DW-5.15. Proposals shall be submitted in duplicate only upon the blank bid forms provided with the drawings and general conditions and scope of work and must be accompanied by Bid Security in the form of a certified check or acceptable bid bond in an amount equal to at least five percent (5%) of the base bid. Bids on the project must be received on or before the time specified above, and no bid may be withdrawn after the scheduled closing time and date for the receipt of bids for a period of sixty (60) days. Minority and women's business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs.
