Video Surveillance and Access Control System for Warren County Department of Public Safety Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 (Affirmative Action) and also P.L. 1977, C33. All bidders must comply with the provisions of P.L. 2004, C. 57 (N.J.S.A.52:32-44) (The Contractor Business Registration Act). The Board of County Commissioners reserves the right to reject any or all bids and to accept the bid which, in their judgment will best serve the interest of the county. Motion Detection Recording: o Cameras must include motion detection capabilities to trigger recording only when motion is detected, reducing storage requirements and facilitating easier review of footage. o Night Vision: o Cameras must be equipped with infrared (IR) night vision capabilities to ensure clear recording in low-light and nighttime conditions. Resolution: o Cameras must have a minimum recording resolution of 1920x1080 (Full HD). Higher resolutions are preferred to ensure detailed and high-quality video capture. o Durability and Weather Resistance: o Outdoor cameras must be weatherproof, with an IP66 or higher rating to withstand various environmental conditions. o Field of View: o Cameras should provide a wide field of view to cover larger areas, reducing the number of cameras needed for comprehensive coverage. o Remote Viewing: o Cameras must support remote viewing capabilities, allowing authorized users to access live and recorded footage from any location with an internet connection. Door Access Control System Specifications The door access control system must meet the following requirements: review camera and equipment locations, and identify any additional electrical or power requirements. o Battery Backup: o The system must include a battery backup to ensure continued operation for a minimum of four (4) hours in the event of a power failure. This is to maintain security and access control during outages. o Operational Continuity:The access control system must remain fully operational even during commercial internet outages. This ensures that door access and security are not compromised if the internet connection is lost. o Proximity Card Readers: o Proximity card readers must be compatible with standard ID card sizes and shapes, allowing seamless integration with existing ID card printing systems.
